I would rather have solid game play then hair physics but that's just my opinion.
I read that it does extend to clothing, and a trench coat was mentioned as an example of that
Also, like others here have noticed too, it looks like Havok is being used for the effects. Just look at Piper's hair in the Shelter update trailer, it looks the same as hair did in Skyrim but with a bit better textures. You can tell the hair is made of textured "blocks" instead of individually modeled strands and the movement is very subtle. It's Havok. Now take a look at Hairworks and TressFX videos on Youtube. All the hair animated using either of those technologies are much more detailed and the effects are very obvious. I'm absolutely certain the devs consider it a minor gimmick, otherwise they would have made it more prominent. Even with Havok it would've been possible make the effects much much better, just look at the HDT hair mods for Skyrim! So why would they add a new layer of tech that takes a ton of work to optimize on four platforms (PS4, X1, PC-Nvidia & PC-AMD), for a minor gimmick? Especially when we already know that the graphics aren't the most cutting-edge to begin with (don't get me wrong, the game still looks great in my opinion!)

It would be weird if it wasn't in the game. It has been made to work in Skyrim with HDT and it is actually not bad and not that straining on my system atleast. Some clipping issues ofc. Just don't expect Hairworks or TressFX as mentioned, not that i would want it anyway.
