Moving living quarters at end game

So as I have nearly 200 dwellers I have started remaking rooms with my spare cash to group them together and to be all the better versions. I ran into a problem with the living quarters though. We are limited to just as many as we need for the 200 dwellers. So from what I gather, to be able to move them I'm going to have to kill 40 dwellers so I can remake the rooms in a different place without making the vault overpopulated. Perhaps I am missing something that makes it possible? If not this is something that needs fixed.

I recently wanted to reorganize some rooms in my 200 pop vault and ran into this issue. I suggest we be able to build more living quarters once at pop cap but not have them raise the pop cap beyond 200, this way we can then remove the ones that are "in the way" of progress.

I had the same issue but just killed off dwellers to get the amount lower and then deleted quarters to move them- but I believe that's why they give the option to have more than one vault- so that after you start one, you learn and plan ahead for the next.
