moving setlers and getting shopkeepers?

two questions.

Is it an way to move settlers to other settlements, some has too many people, I know I can move followers.

How to you get professional shopkeepers for your self made shops? People talk about level 4 shopkeepers.

Walk up to a settler in workshop mode and one of the options should be "move" it wont be an option on certain ones that can't be moved though. As for the lvl 4 vendors you find them out in the waste land.

Yeah, Q is turning them into a provisioner and at that same time R will send them to another settlement.

I believe all the lvl 4 shopkeepers are bugged atm, at least that's what I've been reading.

Have 3 of the lvl 4 vendors, Rylee, Anne and the Vault tec rep, seem to working fine.

Some settlers can't be moved, but you might be able to go into workshop mode, you might have a option to designate one of them to form a supply line between two settlements provided you got the "local leader" perk. In my current play through, I'm eliminating some of the smaller settlements such as Oberland Station and Tenpines Bluff and sending them to my larger settlement at Abernathy Farm. I used the "supply line" option to send them one at a time over to Abernathy Farm with supplies and when they got there, I commanded them to a guard post or working the crops, which made them stay at the farm permanently.

They're named NCPs with whom you either meet during random encounters or at fixed locations. They have various pre-requirements (certain population, Emporium of their category already built) and have to be convinced to join.

If she is the Tier-4 Trader for Clinics, try to prid her and moveto her to you. Odds that she have been disabled in the meantime, so if it doesn't work enable her.

I only have the Trader shopkeeper so far and he's working just fine.

I had the Scribe, assigned him to armor store but after 1 day he disappeared and never came back. Bugged out badly as he still counts against my settlement population.
