Is there a mod which allows slow moving whilst encumbered?

No, mechanic is different from Skyrim

You can raise fEncumberedMoveEffect game settings from 0.3 to 0.36 or upper to make encumbrance effect more noticeable so it does not happen all of a sudden, but when really encumbered you freeze.

Feather potions are easy to make and best packrat friends
