how do I create a multilingual *.esp? I managed to create the english and german string files. But when I am finished it will only use the german string files even when I am testing in an english skyrim installation.

How do I get the *.esp to use each string file according to the language of the game?

Skyrim.ini:

[General]sLanguage=ENGLISH

This setting determines which string files your game will use, assuming the ESP is setup to use string files. Just making the string files won't do that, the ESP also has to be modified to reference them. Most tools I know of will do that for you automatically though.
