You break into a mansion and discover a well-dressed dead body on the floor. Upon further investigation you discover a servent that gives you the description of the murder. Talk to one of the Balmora guards and they will point you in the direction of a certain criminal clug that is across from the Stilt Strider. The dude that fits the description tells you that a lizard named Nine-Toes did the crime. How does one go about resolving this quest without bringing the wrath of the entire criminal organiation down upon you?

Talk to the people involved with the crime.

Nine-Toes, and Ralen's servant Uryne, and the third person that Uryne points you towards.

You then have to decide who you think is guilty, and kill them.

Or are you asking "How do I kill someone without every other NPC also attacking me?"

If so, you have to make them attack you first. Either with frenzy spells or by taunting them until they attack you.

You can take a bunch of cash and go bribe the velas dude in the council club, try to keep your disposition with him between 50 and 100, and keep taunting him, bribing him again to keep his disposition above 50 (you have a much higher taunt when their disposition is higher, specifically not 0). You gotta taunt him successfully like 5 or so times and then he will exit the conversation and attack you.


If you do this, the other guys won't attack you and you just gotta fight him alone. And you also get all the cash from taunting him back when you kill him.


Or you can just run in there and attack him hard and fast with everything you got, just try to kill him before the rest of the council club attacks you.


On a side note, the champion at fort moonmoth outside of balmora gives a quest for you to wipe out everyone in the council club, including the hlaalu murderer, so you can do both at once.

Note that only one of the Council Club members in the main room is armed. If you do the little bit of "work" for Larrius Varro at the fort, you can take on the members on the other floors by taunting, then the three in the main room. Concentrate on the one with a weapon and you're set (assuming you can restore any lost Fatigue).

I personally find it very hard to believe that Nine-Toes did the crime. For one thing, he is a Blades Trainer and for another thing, he doesn't even begin to fit the description. It has to be the guy in the club. In this paticular run of the game, I set my character up as a Wood-Elf assasian and I will be wanting to join the criminal orga nization. So pissing off the other members of the club won't exactly do me any goo. I did not know about that bribe/taunt trick. I will be trying that. Thanks for the help. One can't help but wonder why the man was murdered. My theory would be that he was discovered in the wrong bed with the wrong woman.

Unfortunately outlanders can't join the cammona tong, as they hate outlanders of all kinds.


However, the cammona tong is at war with the thieves guild, who is the new criminal organization in town and they accept criminals of all kinds. So in short you can't join that specific criminal organization regardless of whether you piss them off or not.

The criminal organization that I was talking about would be the other Dark Brotherhood. Headquarters can be found underneath the arena in the city of Vicce. I can't remember how to spell it.

The Morag Tong, the legal assassins guild, have an office in Balmora, in the back corner near the alchemist and fine clothier shops, as well as a secret one in Vivec.

The Cammona Tong, an illegal Dunmer criminal organization, is based out of the Council Club near the silt strider platform.

The Dark Brotherhood are an illegal Imperial assassins guild, with a sizable Vvardenfel chapter located beneath Almalexia(Mournhold).
