Here are Murezor's base settings for Richards Burn Ralley Version, the same version I use too! (he doesn't have the effect file like I do which in some cases is up to choice. My effect file adds a slight blur to the scene rendering. Some like it, some don't)

A note to take into effect, ENB is not for low-end computers and will require a bit of computer literacy to handle correctly. Depth of Field and Motion Blurt effects are disabled by oblivion default and can't be enabled period. We will have to wait for OBGE to handle those effects
