Mysterious Tower from ESO Concept Art

Does this tower or anything like it ever appear in the actual game? It seems similar to the Doomcrag in some ways. The arhitecture in the background seems a bit strange as well, almost looking like Aldmeri architecture. My question is, what exactly is this piece of concept art supposed to depict?

Upon closer examination, this piece appears as a painting in the Improved Emperor's Guide to Tamriel, with this caption: [I unfolded the painting of Rivenspire I purchased at Wayrest. The artist responsible should be fired - preferably from a catapult - for this wildly inaccurate piece of fantasy. This was obviously painted by someone who never set foot north of Oldgate.]

Even still, what could this be trying to represent? My best guess is the Doomcrag, perhaps an early draft or a romanticised version of the failed Tower.
