Both the NCR and the Legion are hostile to me and will shoot on sight, is my game broken or can I still complete it? Or is there a way to change my disposition towards any of them? Info: The only console commands I've used are to get more ammo and teleport to quest target.

What quests have you done so far?

I'm currently doing wildcard: side bets, wildcard: change in management, boulder city showdown, cold cold heart.
My most recent completed quests are The House has Gone Bust, Don't tread on the bear,the house always wins IV, how little we know, and Beware the Wrath of Caesar

Completing the House always wins IV means that you're far enough into the quest to make the Legion hostile.
What's your NCR reputation?

My NCR reputation is Soft Hearted Devil, but is that enough to cause them to shoot on sight?

If I'm not mistaken I think "soft hearted devil" is max negative rep and a little good rep.
So it sounds like enough for you to be shot on sight.

Ahh okay makes sense. Is there a way to raise my good rep?
