The Vets are way to overpowered, I sided with House and I was hated by the NCR but I wanted to go somewhere with the closest location being Camp Golf, and 1 Vet was there and it took my 35 shots from my missile launcher to kill him (I was level 30 with a high explosive and a high guns skill). It's ridiculous.

Yep, they are damn near bullet sponges, have nonsensically good armor, and use overpowered weapons.
