Hi, I'm "Liked" by the NCR and I have not received the NCR Emergency Radio yet, are there are specific locations I need to visit?

I heard that wearing NCR faction armor causes it not to work so I dismissed Boone (just in case) and I'm only wearing BOS Power Armor and I've gone to:

Camp McCarran

Camp Golf

Camp Forlorn Hope

Mojave Outpost

Primm (NCR Law Enforcement)

I've yet to get approached by a Ranger, any tips?

Does having any bad karma ruin my chances? I've stolen and few things and stealth killed some people (no NCR personnel) but I'm mostly good; In the game I'm called a Saint.

I've read that wearing NCR armor resets your standing with them, does wearing Boone's First Recon Beret count?

Take your BOS armor off

you just need to keep doing good deeds like i did, i got the ncr radio but i'm not liked enough right now by the ncr to use it.
