Are the NCR as a whole good or bad? I figured with would be a tough question because they are so varied. On one side, you have people like Captain Parker saving refugees at no gain, and on the other you have shatfaces like General Wait-and-See Oliver. For every victory, there is a Bitter Springs incident. For every hero, there is a [censored].

As a whole, is the Republic good or bad?

NCR united California and then some. They are a democracy and they are capitalist which means they have no direct contol over private companies. Which means things done by Van Grafts, Crimson Caravan and Brahin barons are not the result of NCR's Government. They have States and territories, which means the people that come under their control at some point they will get a say in the way NCR is run.

Bitter Springs is not the norm and was a mistake. Gerneral Oliver was proven right to mass his troops at the Dam because Legion did end up attacking the dam head on.

They seem to have the best interests of the people at heart and work toward a free wasteland for all.

They're the best thing you'll probably end up finding in post-apacolyptia.

With the Enclave gone, the NCR are the best choice for restoring the Wasteland... At least in the West... In the East we have at least two excellent candidates (The Enclave and the Pitt)

A lot of good minded helpfull citizens.

A lot of freedom lovin' sons and daughters of the gun, looking to live life and enjoy as individuals and small collectives.
A lot of by the book, ordered and inflexible men and women that hold it all together and make sure that it all runs.

I have a huge problem with the NCR military leadership but when speaking with the citizens of the NCR and the lower ranking troopers and officers, it's clear they care about the people and making things better for everyone in the wastelands, not just some. Quartermaster Bardon at Hoover Dam explains this intent the best. Boone says how people forget how it was before the NCR came to the area. Cass supports and is a citizen of NCR. My biggest reason is that they are the ones with enough resources to stop Caesar's Legion and his enslavement of people. People in the Mojave have different feelings about them too but no one wants slavers, raiders and fiends and powder gangers and convicts running around either. No one likes taxes but to have services, there has to be a way to support those services. At times the NCR are inept but that's so the Courier can shine by contrast. Wow, did they need her or what?
