Because if an independent wins, the NCR is asked to leave, and have no legal ground to stand on if they want to stay. If the Legion wins, Primm suffers no matter what and fighting to the last man, while a gallant gesture, is totally useless. If House wins then the NCR troops leaving not only have way of fighting back against House with any hope of success, but their leaving might spare the people of Primm any undue hardship. Too bad it's house, who is a textbook fascist bastard and punishes Primm for having the gall of trying to look after itself.

NCR IMO is based on a lot of western governments today. They mean well, they help people in time of crisis to an extent, they use diplomacy before war. On the other hand there are some pockets being lined in their government. Sometimes they revert to primal instinct and slaughter some people out of pure frustration. As I see it, it is just like living in any free nation of todays world............... the alternative is worse.

I tell my fellow Americans, just like Im sure the English and Canadians and all free nations people tell thier fellow counttymen "If you don t like it leave" It s going to be either the same or worse depending on where you go.

That is what I think the point of the NCR is.....

They aren't bad people really, they make the world a better place and are certainly a better alternative than Caesar. Really people can [censored] about taxes all they want but they are necessary for upkeep and such, the larger the civilisation gets the obvioiusly the more money it will need, especially in wartime. There imperialist sure, but in Fallout's world sometimes you need a strong force to get parts of the world back on it's feet; of course I still think that their dirty tactics against Vault City are inexcusable - and most certainly not done for altruistic causes - and a real sign of what they can do if they don't get there way.

They really are one of the best ways to go in Vegas and in general... too bad for the people of the mainland that I'm a cruel, evil and vengeful bastard :chaos:

Actually, the tactics used on Vault City were a great indication of just how ruthless Tandi was during her massive tenure as President. Remember, Tandi came up oldschool, born and raised in the wasteland where hardball was the only game in town. By the time she became president, she was not the cute little girl we rescued from the Khans anymore. The other presidents seem to lack Tandi's no-holds-barred streak, for good or ill (probably somewhere in the middle.)

Even Caesar respected Tandi. Really, had she still been at the NCR's helm, the legion would be a bloody mudhole and Vegas would be an NCR powerhouse about a third of the way into FNV's intro movie.

Thier the exact same as any goverment now a days, with our might we can do what we want and you'll like it kind of attitude.
They rob the poor and helpless using the word tax.
They are in no position to be heroes, this is only because the legion are much darker in their business.
They also use their numbers to bully the situation into their favour, helios one and hoover dam battle 1(maybe wrong there).

They're thieves wearing the masks of heroes.
They roll in with their pretty words of democracy and safety and other [censored] and then just end up stealing things from others and forcing people out of their lands.
There's nothing good about them, sure, not every one in the NCR is a dike, but the people who are in charge of the NCR are, and they are the ones to moves their puppets (AKA citizens and army) around to do their bidding.
So if you think "Oh but they're going to bring peace to the wasteland!" then you're mistaken.
They go where there is profit to be made and then like the locusts they are they swarm over it until there's nothing left and move on.

NCR are locusts with leprosy hiding behind the mask of democracy conquering lands to feed their own greed.

The legion has to be the most pathetic waste of space. They shouldnt even be a enemy if anything just a bunch of raiders with a real leader. They should be completely changed in lore.

There not heroes and i said this. They are in between. They need to clean up there corruption.

Reasons why i like them:

They resemble America
They have good leadership...just have the wrong people in it at this point.
Can be Ruthless
New California Republic-says victory
Have a government system similar to America
Trying to push for old world values
Trying to push paper money in to existence like it use to be.
Give protection.
Have a civilized society.
Have a large army to protect itself.
Have one of the best special forces to put out on the battlefield- NCR rangers and NCR vet rangers
Decently equipped.

All i can think of for now.

Unless of course you initiate Primm Slim's law enforcement protocols and then get a House victory. The town lives peacefully and prosperously despite the occasional thief getting away.
