NCR is hostile after completing Honest Hearts

Upon returning from Zion I find that the NCR (as well as the Crimson Caravan) are hostile to me, despite reputation. I am accepted by NCR and liked by CC. Nonetheless they appear as red tick marks in the HUD and attack on sight. I have tried wearing NCR armor, which fools some of them, but Rangers and named NCR NPCs will have none of it.

I classify this as a bug because clearly, the hostility is out of sync with the reputation as displayed in the PiPBoy.

I have perhaps complicated the situation by purchasing and downloading dead Money and Old World Blues *while* playing the Honest Hearts DLC.

I restarted from a save in Zion, replaying half the story line, in the hopes that upon completion the bug would be resolved. Unfortunately that did not work. Now I have reverted to a pre-HH save and NCR is not hostile. I am quite annoyed by this, as I purchased the DLC and basically can not use the gear from it, because playing the DLC makes the rest of the game break.

Is there any way to remedy this? I have seen the posting at http://fallout.wikia.com/wiki/Honest_Hearts:

"Completing the add-on may cause the NCR or Legion to be hostile towards the player regardless of reputation with the respective faction. Wearing faction armor can negate this, but no long term solution has been found."

How can a known bug like this not be remedied? Do the product managers have any idea how damaging it is to the reputation of the company and the product line?
How can I get a refund?
