ncr power armor

so i see the ranger vets in what seems to be power armor this is my second play through and i guess if you dont replace ole whats his face in the BoS you dont get the training to use the power armor so is there a way to learn from the ncr and can i get a hold of the ranger vets armor

Oh, I think the only way to get it is to kill one of the NCR heavy trooper or NCR vet. (depending on which you want first) using only a silenced weapon and at a safe distance where they can't see you. And then you loot their body for the armor. Don't worry, no bad karma or reputation loss for killing them without them knowing who did it. Make sure your companions are not around when you want to kill them quietly or they will foil your plans. Hand Load or Armor Piecing ammo helps a lot.

I don't recommand taking the NCR salvaged power armor because it's -2 for agility. Get the Ranger Combat Armor from the vets., it's a cool item.

what about not being trained in power armor since i didnt let other bos guy take over

According the Wikia site, there's no P.A. training required for NCR Salvaged Power Armor. http://fallout.wikia.com/wiki/NCR_salvaged_power_armor
NCR Ranger combat armor can be worn without P.A. training. If you want P.A. training you can get the Enclave Remnants to teach you. Here's the guide to the quest: http://fallout.wikia.com/wiki/For_Auld_Lang_Syne. You need to get Arcade Gannon as your follower first.

i didnt know the enclave were in this one no one really talks about them but thanks for the help ill check it out

Find Arcade Gannon at the Mormon Fort in Freeside. Get him to follow you and eventually he'll give you the quest.

oh so i guess thats why my xbox updated the other day for this game i didnt realize there were patches for the xbox i thought that was a computer thing

Yep, patches aren't just for PC games anymore. The most recent generation of consoles put an end to that when they figured out PC gamers are willing to purchase unfinished software to be fixed by patches for years, so they figured "why don't we do the same for consoles?", and the rest is history. I assume you had no major gamebreaking issues with the game then pre-patch.
