I need some help here, I am training the NCR rangers at camp Golf and I had enough points in gunfire to help them with that, but my explosives skill is lacking. How do I complete this quest?

Talk to "the pansy" and agree to get everyone to get along. Require something like 45 speech. Talk to everyone and their chat options will still be grayed out, but ask them about their companions and you'll get a new speech option. You could alternatively cheat, or get the kids jacked up on Psycho, but this seems the more mellow approach.
