Necessary(?) Perks: Action Person

so ive got a system. Two Couriers, very different from each other, but they share a pool of what I call Common Perks accompanied by what I call Core perks that are unique to them

Two of my Common Perks are Action Boy/Girl. Ive been debating on swapping them both out for Grim Reaper Sprint as a bit of a compromise: lose some flexibility in combat with fewer Action Points to spend albeit freeing up a perk slot for something else

I would like to hear some thoughts on either perk, if you please

mind you: I only run with one add-on so my level cap is 35 and im on XBOX so no mods

Before I start: I never use VATS, and have only glanced at the AP-related perks. That said:

Most of the time in games like this I prefer a small pool that refills quickly rather than a large pool that refills slowly. With a AP pool of somewhere in the 75-85 range, the +30 from both ranks of Action Person seem like a really poor return-on-investment. There are a ton of good perks out there that will allow you to do some cool things, and skipping out on two of them for a handful more shots once per fight just seems counterintuitive.

On the other hand, Grim Reaper's Sprint looks really promising. +20 AP is 2/3rds of the benefit you get from both Action Person perks every time you kill something. And really, if you're building a VATS-based character, how many things are going to live more than one VATS salvo, anyways? Math Wrath looks like a good investment, too, though I'd wager it's not going to be as potent with most weapons.
