I do not want 200 different combinations of hair and faces that all share the same facial structure. I used to have a mod that made each race's faces unique similar to this Oblivion mod: http://www.tesnexus.com/downloads/file.php?id=16843. I do not remember the name of that mod, but hopefully someone knows what I am looking for.

Yes, you can.

I would recommend Beryl's head replacer which is better heads merged with several other popular replacers. It's very good and complete without too many celebrity heads.
