Need Help Animating Texture with XY Offset

First off, I could find almost no documentation on how to do this in Blender 2.49b, so I figured most of this out by fumble-clicking. I made a proper working animated "scum water" mesh, that just jiggles the old swamp texture around a bit so it's not unnaturally still. It took me ages, because I could not figure out how to actually view the animation in Blender (it won't render material IPO animations?) so I had to tweak/export/view in Nifskope, tweak/export/view in Nifskope ... seriously this is tedious. There has got to be a better way.

Anyway, I got this stupid thing working, but no matter what I do -- how I export it, how much I edit it afterwards in Nifskope to resemble Dongle's water as closely as possible, it will not animate in the game.

If anyone knows how to animate materials properly, in a single mesh, without needed all that kf nonsense, just like the waterfall meshes, please tell me how. There's literally no info available. I did like 50 google searches. It took hours. It's utterly ridiculous and OMG I hate Blender so much right now.
