You'll need to delete the INI files in the %userprofile%\Documents\My Games\Fallout4 directory. Note: They might be simply labeled as Fallout4 and Fallout4Prefs.

If you used the dxdiag /t dxdiag.txt command, the file will be in the: C:\User\ directory.

The dxdiag is hidden in that folder.

But you can run it if you click the windows orb, and at search programs anf files, just type dxdiag.

If windows finds it, just open it with right click - Run as an administrator.

delete those INIs. Also I would strongly recommend that you reduce your page file. You have 32GB of RAM, you don't need much if any page file.

Make sure you followed the AMD instructions for a clean video driver install.

All vestiges of your old driver have to be removed - and reboot - before you start the AMD install.

Although I think your problem this time is probably the ini files.

You haven't installed the latest Ati drivers.

Also as an confirmation. Can you look at your CCC Ati panel under information (at the left) memory size (at the right)? (Normally it should say 4096MB)

Dxdiag shows only 3GB of VRAM.

Its not a big deal with the page file. You are just wasting storage space.

To reduce page file, type System into the search box in the Start Menu, and press Enter. Now click the Advanced system settings text on the left hand side of the screen. Click the settings button under 'Performance'. Click the Advanced tab. Click the Change button under 'Virtual Memory'. You'll probably want only one volume to have a paging file so select all but one volume and toggle the 'No paging file' option and click the Set button. On the volume where you want a paging file, select the 'System managed size' and click Set (you'll need to click Set or it won't save). Click Ok and then Apply on the next screen.

You'll need to reboot to get the changes to activate.

Ok you are fine. Now you just need to delete the INis in the Documents\My Games\Fallout4 directory.

Yes - it crashes when starting a new game - I even moved the save files I had and made a new "Saves" folder that was empty just to make sure it wasn't in the "Saves" files.

Delete the .ini from this folder too.

From this folder too: C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\Fallout4

You can download my save, and see if it's working: http://s000.tinyupload.com/index.php?file_id=05298836846538413146

Sorry - deleted all the INI files and still crashed after I clicked on "continue" and the cut screen came on and then the screen went black to the point I had restart my computer. Thanks anyway. Try something else ??? Sorry guys, I'm 65 years old. Got hooked on Fallout 3 then Fall Out New Vegas then Skyrim. Now trying to get this Fallout 4 going again. Had a couple of hundred hours logged on it till I changed out the video card. "Never too old to game !!"

Did you plug in the extra PCIe 12v connectors on the Radeon R9 290. It should require 6-pin AND a 8-pin PCIe power connection. The Nvidia Geforce GTX 650 didn't require extra power.

Also is your power supply good enough for the new card? If you know Make, Model and Total Wattage, please post it.

The Geforce GTX 650 requires 65W (TDP) and the Radeon R9 290 requires 250W (TDP).

I don't thing the PC would ever boot without the PCI-E connectors. (or at least more than a couple of sec...so it depends)
