I strongly suggest...

Unnoficial Patches
An overhaul mod such as FCOM, Frans + MMM, TIE, or OOO + MMM (I use OOO + MMM)
A magic mod such as Supreme Magic, Might Magic, or Lame (I use Lame)
A leveling mod (I used ngcd and a lot of people like ngcd + progress)
Reneer's guard overhaul
Lost Spires (An excellent quest mod)
RTT (Excellent quest mod)

Other mods I suggest...

A vampirism mod if you intend to become a vampire. (I use Nekhanimals Awesome Vampire Mod)
If you are looking to be a stealth class then Vaults of Cyrodil, Thievery in the Imperial City, and a stealth/sneak overhaul such as JOGs stealth overhaul (Think this might be incompat with ngcd)
Graphics improving mods
Additional quest mods such sa stranded light
Race Balancing Project

You can find most of these on tesnexus.com or by doing a search on these forums.

There are some essentials as you already know. Unofficial oblivion patch, COBL, Wrye Bash ( its more like a program than a mod ). Now depends on how you like your game. I for example like my game realistic and hardcoe, well realistic is hardcoe. If you don't like the combat or magic or anything regarding gameplay or just something regarding yourself as the player. So I would recommend Enhanced Economy, a magic mod Supreme Magicka ( it is fully customizable as well as Enhanced Economy ), you'll find that the mods that are customizable are the best. Before you jump on it Wrye Bash has a lot of features that are simple to use, just look around for a bit you'll understand what I'm talking about. Duke Patricks Combat Archery is a very realistic and hardcoe fully customizable archery mod, he still hasn't released his melee combat mod there is a tread around here you can see the features there. Also you probably want a overhaul, probably the most compatible and if I may say so the best would be TIE, there are a few more that are similar to TIE and they are really good however I haven't tried them yet ( not talking about FCOM or MMM or OOO or Frans ). A leveling mod well your best bet would be Realistic Leveling because its fully customizable :D . You may want Cava Obscura because as far as I know its very well done and it has a good filter, with that you might want some mod that will force "some" actors to carry torches. I believe that TIE already has some actors that own torches already. Try some of M.O.E. plugins ( Modular Oblivion Enhanced by thePOSTALdude ) they are really good. I would recommend Improved Hotkeys for a more less annoying game experience ( I smell that someone is gonna put Enhanced Hotkeys ) . If you want anything else just ask
EDIT: Supreme Magicka works well with Midas Magic
EDIT: To the post above Lost Spires is a excellent quest mod however the rewards are incredibly overpowered in my opinion

If you're looking for mods that don't take too much away from the original feel of the game, you'll probably enjoy the majority of mods that I discuss on my blog. You can find it by clicking on the second link in my signature. Hope it helps!

A lot of these lately... I just feel like copy/pasting an earlier reply:

Generic copy/paste for generic topic. Answer some of the questions in the copy/paste and give some more details and we'll probably be able to help you more.

If you want any further help I suggest you tell us about yourself; what you like and what you're looking for... Here's some questions to get you started:

Have you played Oblivion already?
What sort of things interest you?
What type of Character do you usually play? (good/evil, theif/mage, roleplayer/random-no-story-hack-and-slasher?)
Are there specific types of mods you think would interest you? (Quests, graphic mods, gameplay mods, overhauls, etc.)
When did you leave?
What did you not like about Oblivion? What did Oblivion not have or need more of?
Male or female character?
