My GTS 450 runs Fallout 3 with high resolution texture packs on max without even stressing itself, at it was less than £100. F3 is probably a better performance comparison than Oblivion, as Oblivion was hilariously ill-optimised (Though my GTS 450 handles vanilla oblivion without a complaint, too).
However, do you need a PC, or are you buying one for skyrim? If the latter, wait until the game is almost released, components get cheaper with time so you'll get better deals. Otherwise, the cost savings aren't worth not having a decent PC. http://i1002.photobucket.com/albums/af150/The_FalconO6/CurrentLogicalPCBuyingGuide/Guide.png is a good starting point, but basically you want to figure out your budget first, and then research prices. You don't need a high end card unless you want to run the game in 3D at 1920x1200, and you don't need a high end processor unless you want to encode video at the same time as playing. Both are nice to have, but high end components are very expensive and mid end components will more than get the job done for a fraction of the price.
I would *highly* reccomend buying the components individually and assembling it yourself, it's very easy and you pretty much can't go wrong, you'll also save an awful lot of money over "gaming" prebuilds like alienware.
