Ok so I just started the game went to the museum at the start and game went weird... Sound was all messed up, dog would not respond, couldn't talk to the people upstairs....

You'll probably need more information to go on before anyone could help you. For starters, are you on PC, XBox, or Playstation? Each platform has a http://www.gamesas.com/forum/316-fallout-4-hardware-software-issues/ for bug reports.

Does the issue happen as soon as you enter the museum or it did it appear something triggered it? Does saving, quitting the game, and then reloading fix anything? Does this issue affect previous saves? Do you happen to have any mods loaded, and are you running on the latest version of the game?
