It's at the table in the Armory Room in Skyhaven Temple.

Easily could've googled that.

Huh?

Check under the table and the surrounding area. Reload a save before you enter the temple too.

I've only done the MQ twice. The first time, I didn't find it, it wasn't there. Scowered the entire temple three times. The second time, it was where is belonged.
