Need help picking a setting

I'm planning on getting a team together to make a reasonably-sized mod that acts as a sort-of replacement for the "lost DLC" of the rumored (false) Redguard DLC for Skyrim that some people had expected.

Does anyone have suggestions for a Hammerfell region that is not too big but good for content?

I want to make the mod have something to do with the Dragonborn and their role in the world.

My problem right now, is that I can't find a good setting. I considered the area where Shadowkey took place, but there isn't technically any desert so it wouldn't be very unique. Nearby is the Bangkorai region, as is part of Elder Scrolls Online, but it is both desert AND High Rock forests in one area.

Shadowkey and some lore experts have told me that the Dragonstar area would not be desert, but then the nearby Bangkorai area implies that even th northern regions of Hammerfell are desert.

----What I'm really tempted to do is retcon the location of Dragonstar (Bethesda has done this with Markarth) and situate it in the center of a big desert-sprawl valley, unless y'all think this is too lore-breaking or weird

From what I remember of that was that there was some code in the update that pointed to that along with them renewing a copyright on it. My theory was most of their budget wen into making the PS3 version playable.

Well, I'm not interested in arguing whether or not another DLC was planned. My goal is to simply pick up on what Bethesda MAYBE dropped

I'm not interested in debating whether or not there was going to be another DLC. I'm interested in expanding on the idea itself, originally planned or not
