Quest is bugged? I cannot activate a conversation with betsy or sterling or the other guy. They all are just standing around together. I can talk to spades but it doesn't further the quest. Please help.

I had no issue engaging them in dialogue while they were in McCarran, did you complete the bounties on the fiends and has the team moved to Forlorn Hope?

That might be the issue, but I'm just guessing here. That kinda thing seems to screw quests up.

So its completely broken? Hopefully it will be in the ps3/360 patch that's supposed to come and it can be patched on pc too. Wonder if there is any work around to this?

I was able to do the quest just fine. It's possible that being able to talk to her has something to do with your NCR rep though. I'm noticing a lot of people being locked out of parts of quests due to that little detail.

I'm idolized by ncr...do I have to be wearing their armor to talk with her?

What does the quest update say?

If you fail your speech checks with her, usually
Spoiler
you then need to talk to three others to continue the chain
. if you made the checks she should agree and you are then sent onward.

I can't even engage in dialogue with her. When I press x (ps3) to talk with her she just says a quick line of dialogue...the dialogue menu with responses doesn't come up...

Try talking to one of the other three:
Spoiler
10 of Spades, Corporal Sterling, or Seargant Bitter Root.
This assumes that you agreed to talk to her in the first place while talking with the Major to begin with.

I can talk to bitter root and spades but nothing that furthers the quest. All it says under the quest is to speak with betsy but I can't engage dialogue with her.

See her CO.

Spoiler
Did you speak with her CO (Lt. Gorobets) after the Fiends are defeated and discuss her past nightmare with the Fiends? He should be near the tent at McCarran.

He's standing right next to betsy, sterling and spades in forlorn. I did talk to him and he mentioned the fiends but I can't bring up the dialogue menu with betsy. This quest has to be broken...

I have completed all prior and side quests with the 1st Recon except this one. PC version. She will not engage in chat nor does anyone else at camp Forlorn Hope have any other lines regarding her.

It is a game bug.

Sometimes when NPCs have action queued they do not finish it. During these actions you cannot interact with them.

I believe you can use console on PC to kill them and resurrect them, that will restore their normal behavior. But if you are on console gaming system then I have no idea what you can do other than restore to prior save.

I tried it once, but it didn't work. I'll try that again though.
