Need Help With Modeling/creating Items : IV

Hello Everyone,

I am interested in being able to create items for Oblivion mods (mainly weapons and armor). However I can't find any good tutorials or a list of programs needed. If someone could point me in the correct direction it would be vastly appreciated. Thanks!

PS- I wasn't sure what section to put this in, my apologies if it is in the wrong one =[
