There are silenced weapons in the game, I think you should use them. I'm hoping you'll be able to beat the game without needing to resort to power armor. For your sake, at least.

you can add silencers to most weapon . weapon mod feature FTW .

although the A.I being telepathic might get in the way .

If you want to be stealthy you should get the silent running perk so you can effectively sneak. I think it requires 6 agility. (if it's like fo3)

I'd go with high Intelligence so you can focus heavily on sneak, Unarmed and Melee, along with Guns. There will be a few silenced weapons, I'm sure, but it seems like high damage sneak attack criticals with an unarmed or melee weapon (and a ton of DT negating, damage increasing perks) would be the best way to go.
