I can't find Major Dhatri I look all over Camp McCarran. Fallout Wiki said he's outside around the tents but I've looked all around the tents and can't find him. Anybody know an exact location?

He's usually either wandering around the area w/ the tents or standing against the wall near the doors to the main building. He's never inside.
