Need some help on a stat decision

I am making a small guns character with the stats

S. 5
P. 6
E. 6
C. 1
I. 9
A. 6
L. 7

I am currently debating on whether I should put my first 2 perks I take which are intense training into agility or luck.

The reason being is that with the luck bobblehead, lucky shades, and lucky 8 ball I would get 10 luck anyway, and then I could put 2 into agility. My question is whether it is worth counting on wearing the lucky shades and having the lucky 8 ball on me all the time to get 2 into agility.

I typically would be wearing a recon armor suit and shady hat and later replace the recon armor with chinese stealth suit so I probably won't be thinking about the ranger armor luck bonus. The only time I would not have the lucky shades is if I need a full helmet for some reason, I am wearing the ghoul mask, the shades break, or I have my gear confiscated for a bit.

The 8 ball just takes 1 LB. of weight.

Just trying to decide if the extra 8 AP. justifies it.

Regardless, I'd bring Charisma up to 4. The Child at Heart perk is useful in several places.

The thing is I don't really have any stat points I want to sacrifice for that. I would rather have 6's in the places I need them, I want to have 10 total luck because it really adds up with crit chance multipliers, and I never want a strength below 5 as at that point I still get over encumbered with loot I would rather not drop. and I want 9 intelligence because I swim to rivet city fresh out of the vault to get 10 int. so I get lots of skill points. The only option would be to use my first 2 levels on intense training in charisma and then find a place to squeeze in a third which is difficult until much later. I am never evil so the point it could help in the main quest I don't really care about. Also on MZ I don't mind missing a small bit of loot when I end up with almost .75-1 ton of loot. I don't really know of any other prominent points where it may be especially useful.

if you have the Broken Steel DLC then put your INT at 7 so you can act smart to some people. take the Near Perfect perk before picking up bobbleheads to get all 10s. if you want more skill points then pick Educated at 4 and Comprehension. i maxed 100s before hitting lvl 30

I don't really rely on the near perfect perk because by that point there isn't much of a point to play.

There's no point in cranking up your INT that high either. You're going to max your skills out any way, so why speed things along by having all those extra skill points?

So I can be more powerful early on. I get to have my skills at higher levels for a larger portion of the game than if I didn't. I get to enjoy them longer.

plus you can not feel like such a [censored] with some unique dialogue with INT at 7
