Need some help with graphical glitches : IV

So I just downloaded Better Cities and it is a fantastic mod.... but now I am having some odd glitches. I tried uninstalling and reinstalling the mod, but the glitches are there now even when the mod is inactive, and deleting the oblivion.ini didn't fix the holes either. There are a few cells of terrain in the wilderness that I have come across, one by the Hricine shrine which I don't think could be BBC since that piece of terrain isn't altered at all by that mod. So I don't know what is up with the random wilderness holes.

Also the eastern half of Skingrad is missing. Between the eastern gate and the castle there is just a huge hole in the terrain. Also the distant terrain, like mountains, continuously hovers right about eye level and moves with me....
I have some screen shots of a few of the holes. If anyone can figure out what may be causing these holes and how to fix them I would be eternally grateful. Here is my load order:

Are you using BOSS 1.65 and allowing BOSS to get an updated Masterlist when you do run it?
I would guess your missing land is a Load Order problem. The BOSSlog can point out individual mods that can cause land tears, or the patches you are missing for the mods you have active.
You may want to start learning how to use Wrye Bash and a Bashed Patch.
The Clocks of Cyrodill.esp should not be used with the Clocks of Cyrodill "patch"-the patch is a replacement esp, and it is what you want to use to have the clocks in the cities when using BC,OCC,OCR,etc...
Start using the Unofficial Oblivion Patch, The USIP, UOMP, and the supplementals by Arthmoor, they fix many issues with Oblivion.
EDIT Most mods that add new towns and landscape to the game require patches to fix problems with other mods. The readme files, the mod descriptions on the websites where the mods were downloaded and the release threads for mods, are your best bets for finding all of the patches to end the land tearing and holes.
