Need some help with Oblivion CTD issues.

This is my current load order:

My character is currently in an Oblivion realm, following the questline to rescue the 5 souls of some Daedra worshippers. I completed the quest, however when I take the portal to go back outside to where the shrine is, it crashes. I have disabled Autosave, however this did not fix the issue.
In addition, I have Oblivion Stutter Remover enabled, and the Oblivion Crash Prevention system enabled.
Any help is greatly appreciated.

I'm not familiar with that CTD, but how I usually troubleshoot them is like this:

Disable Bashed patch, then load your game, and see if the CTD is produced. (Don't save during or after this) If you don't get a CTD, close the game, and try making some changes to your bashed patch (Change what patches are merged etc) Start by building the patch with just 2-3 mods, and check if you get a CTD, if you do, then you can fine tune your issue better and know what ESP is the culprit by adding 3 mods to the bashed patch a time, then trying to produce your CTD.

If disabling Bashed Patch still produces the CTD, the next possible fix is turning off all your mods, check to see if you get the CTD without any mods (The CTD MIGHT be related to a texture pack, or mesh pack. If it crashes vanilla, then you know it's a mesh/texture problem, that requires a re-install usually, then make sure you are using BAIN for all your mods the next time around which helps with these issues.

If you don't get a CTD when your game is set to Vanilla, start enabling 3 mods at a time, starting up the game, and seeing if your crash is produced (It's best if you save RIGHT before your crash, just to make it faster) If you find out a particular mod is causing the crash, be sure to post your findings here, and we can trouble shoot it better.

1.Building your LO never use "Oblivion Crash Prevention system". The best would be don't use at all.
2. The best place for your post is FCOM tread.

After investigating, it appears that it is a texture/mesh issue that is causing the crash..is there any method I can use that will fix the issue, without needing a reinstall?

If you don't want to start new game enter coc testinghall into console then find door labeled "to hawkhaven" , go through it, fast travel to the city.

The issue does not happen just in that specific location, I often receive crashes in exterior cells, which I believe is caused by this mesh/texture issue. Is there any way I can fix that issue specifically?

I don't think this issue related to missing texture or mesh, because if necessary mesh is missing there will be yellow triangle on its place, or if texture is not installing then object surface will be pink but game should not crash. As you said that game still crash with all esps turning off then cause of CTD may be wrong OSR settings or Pluggy if you use it. Try launch game without obse just via oblivion.exe and see if it help.

Well, the textures and meshes folder in Oblivion\Data are all mod related (Oblivion keeps it's files in a .bsa) So it is safe to delete your textures and meshes folder to find out if it solved the CTD. This would of course require that you re-install FCOM, but, considering your particular issue, this might be the best way to go about it. Badly configured meshes can cause crashes, I've had it happen to me quite a few times, hence suggesting it earlier. For instance, it has been reported (Though not entirely confirmed) that some of the Polygone meshes cause CTDs.

Yes, but mesh must be placed ingame via esp if it new or replace vanilla mesh to produce any effect, otherwise it will not be loaded. How many vanilla meshes replaced by FCOM are badly configured? In either case OP could use mesh replacers, but he did not mention that. So CTD likely caused by obse plugin, especially in OSR readme written that some settings can affect stability.

There are lots of re-placers for vanilla oblivion, especially ones that claim to boost performance for instance.

I didn't think about OBSE plugins... OP, try recreating your CTD with all your OBSE plugins removed? That is a possible step to figuring it out.
