Needing to max out skills

In Oblivion, there were perks every 25 levels in a skill that let you be amazing in the skills at level 100 like mixing potions out of single ingredients or using master level spells. Assuming they don't implement this in Skyrim, do you think it will be necessary to max out skills? My guess as to how they will remedy this is that there will be skill perks that you can't get until you are level 100 in that skill.

Yea, I don't see why not? They better have awesome perks when skills hit 100.

Well, for Starters, you can only get about one-fifth (Give or take) of the perks available in game on a single playthrough. So full-perk without the use of console commands on the PC, is impossible.

Second, I don't know of any specifically, but certain perks do have skill requirements, it's not unlikely there will be some that require 100 skill.

Third, if you look at any picture of the skill menu, you can actually see the perk tree, how it branches out. It shows what seems like an incredibly complex system, that will bring The Elder Scrolls to a level of character development we haven't seen. Even if two characters have all skills at 100, they will be vastly different because of the perks they choose.

Not only that, but distinct perks, especially for weapons.

I don't want the same Twirl attack on Sword as I got for Mace, claymore or warhammer... That really bugged me in Oblivion. I would have rather there not even been "Perks" in that game.

I have one particularly long-lasting fighter who has maxed Blade skill. One of my mages has maxed Destruction. I can't think of another character I've played who's maxed anything.

I understand that that's important to a lot of players, but it just never has been to me. In part just for that reason (I doubt I'm the only one), but in part for broader gameplay reasons, I would think that the most important perks should come near the middle or maybe towards the upper end of the skill progression, but not at the top. The perks at the top should be notably cool, but not really necessary for the character. If they're too important, then I could only see that encouraging and rewarding grinding, which seems to be something that Skyrim is deliberately trying to steer away from.

Note though, and this is why I introduced this the way I did, that it could well just be my own preferences talking. I don't think so, but I can't discount the possibility.

What i think is cool is that even if you raise say, your one handed skill to 100 on 2 different PC's there are still different perks that you could end up with on each toon. Like blade perks or axe perks in the one handed tree.
