This a rough translation of running Nehrim with Stream from the German board - Hope it makes sense to those using stream.
Nehrim and Steam

Installation with Steam
Steam is a little rigid, in terms of its copy protection. So you cannot have Nehrim and Oblivion unfortunately running in two different folders, but must override Oblivion with Nehrim.
First create a backup copy of your Oblivion folder. You can find it under the Steam / SteamApps / common.
Then open your Steam games library. Right click on "The Elder Scrolls IV: Oblivion" and select "Properties." In the "Updates" change the update setting "This game does not automatically". This will prevent the steam Nehrim files as a "foreign body" committed and overwrites.
Now from the Nehrim installer and choose as installation to any space on the hard disk.
WARNING: If you use Windows Vista or 7, then please do not install Nehrim in one of the program folder (Programs, Program Files, Program Files (x86) Program Files (x86)). Because of the Windows security checks because it can cause problems.
When the installation is complete, go to the folder where you have installed Nehrim. Copy and paste ALL of it into your Oblivion folder (Steam / SteamApps / common).

What I gather is that you should make a back-up copy of your stream folder then after you have installed Nehrim move it all you to your Oblivion stream folder so they are both in the same folder. Stream does not allow Nehrim to run from a separate folder.
As you also see they have a warning against installing Nehrim in the Program folders if you are using WindowS Vista or 7. So that could be the cause of some not being able to start Nehrim and it asked for the disk and can not find it.
Uga boga:
From what I remember I know venders start selling higher rank or level spells but you also must be of a higher rank. In your diary there is a button to look at your spell rank. But translating and running through it I did not pay enough attention to it. Also you will find special items during quests. Like in RPG you take better items off the dead guys and from chest then buying it from merchants.
