Have you tried not visiting his area for a while, so he gets the chance to reset?

No, haven't. I do know that right before I went to him I was challenged to a duel by this random mage who I beat... Then i went to him to buy soul gems and... Nothing. That was the only thing to happen in the game outside of normal.

So i came back after a few game days and still nothing
