Nerevarine is Dragon-born? : The Elder Scrolls Series Discussion

So playing through Morrowind I noticed when reading The Lost Prophecy that the Nerevarine is Dragon-born.

From seventh sign of eleventh generation,
Neither Hound nor Guar, nor Seed nor Harrow,
But Dragon-born and far-star-marked,
Outlander Incarnate beneath Red Mountain,
Blessed Guest counters seven curses,
Star-blessed hand wields thrice-cursed blade,
To reap the harvest of the unmourned house.

Now in the notes about the prophecy, Gilvas Barelo believes this just means that the Nerevarine is born under the Empire (which has the dragon as it's sign). But is there more to this?

Now when you think about it The Lost Prophecy would have first started not too long after Nerevar's death right?? But that happened way before the Empire existed....has Gilvas Barelo got this wrong and in fact the dragon-born mean something else?

There were Dragonborn individuals before the Septim Empire, you know.
