I find the never ending legendary effect to be pretty underwhelming in general. Reloading isn't that bothersome, even more so with a quick eject mag modification. Hell, some weapons just reload quick naturally like the assault rifle. Only fun to get out of it is with a double-barreled shotgun.
I much prefer legendary effects that actually increase damage, limb damage, add bleed or explosive damage, stagger, action point reduction...there is just so much more you can get out of other legendary effects. I'd keep the weapon for now, but dump it once you find any other plasma weapon with another legendary effect.
But as for your current predicament, you could try the plasma thrower mod and just burn enemies endlessly. The plasma thrower is VERY powerful, though will chew through your ammo.
I picked up a never ending plasma thrower somewhere, which you could mod yours into with the flamer barrel. I hadn't really bothered with plasma up until that point, but I see now that it is pretty satisfying for such a lightweight heavy weapon.
Legendary drops are random. So, you basically just need the level for it to able to drop. No idea what level plasma weapons exactly begins to drop tho. Wiki says level 16 for vendors and level 24 for legendaries, but I think that the actual levels are somewhat higher. Gunners are your best bet regarding plasma weapons.

we need perks to take care of that not features in weapons like fast reload reloads like goldeneye but quick and endless ammo no reload as a perk. mabey goldeneye weapons too......DLC? ummmmmm........
Well, if you are level 116 you should have found several legendary plasma weapons by now, unless you reached that level only building stuff
i have a few of them but not never ending ones
Neverending is nice for the double barrel shotgun and pistols like the .44 where you have a small # of shots before a reload, or the 10mm turned into a bullet-hose, but it's just ~meh~ for about everything else you can put larger magazines on.
