You know you have a bad internet and it's common knowledge that games require large downloads even on boxed copies these days, so you SHOULD pay attention to press releases. That's why you're not gonna get a refund either.

Well thanks, another reminder that no matter how I try to express my opinion, I fail badly. The thing is: location and internet access are problematic, however target group is gamers. So I have failed to express that. I am sorry about it - I have not intended any offence to you or anyone else.

I'm lucky as I live in the UK with Virgin cable broadband so I don't have this problem, but I know a lot of rural gamers who would struggle to download a full steam game on their meagre connections (with severe data caps). The OP is correct, Bethesda really should have handled this better. Either package a whopping load of DVDs in the box (which wouldn't cost them much) or make it very clear how much extra needs to be downloaded beyond what's on the disc.
All I can suggest to the OP is to contact Bethesda and ask them nicely for a USB stick to be sent out (you never know!) or see if you can borrow a friend or colleague's internet to complete the download.
I'd like to thank you sincerely sir! But the disappointment will stay a little while longer until i've actually played this game. To everyone i may have pissed off, i'm sorry. I might have overreacted a tiny bit but all of those gigs that steam wants to download seems shocking, even to my friends
I know it's usual these days, but I don't think it should. We're already way past the DRM discussion, online activations are the norm now (Developers rarely like non-paid versions being distributed). Patches will continue to require online access to be acquired (quicker delivery than dvd/expansions based patches). But for a physical release, they should aim for a fully working game. Even more on a $80CAD game. It's not only for those that have bad access to the internet. It's more professional. It looks better. It looks more finished. It says they care at least a little about delivering a good product. I'm okay with day 1 patch too, because the faster issues are resolved, the better it is. The game shouldn't require one to be used though. Really, I think it all comes down to how they want to be perceived by their users. I don't see how selling a non-working physical game can improve the experience of anyone, it can only serve to make some of them mad. Why even sell a physical copy? It makes them look lazy.
I personally ordered the physical edition of Fallout 4 more as a collectors thing (I like having all my games on my bookshelf) and my internet is good enough to buy digitally if I so desire, therefore the mandatory download isn't a problem for me in reality, I'm still not impressed at how Bethesda have gone about this physical release. I've had many years of living in a poor internet area. If I was still living there I wouldn't be able to play Fallout 4. My heart really goes out to all those who bought the physical edition due to their connectivity situation.

I have a very slow connection and I have to wait 8 hours to download the whole game ... I bought the retail version to avoid to have to download from steam .
Why was this decision taken like so ?
I have bought Witcher 3 , normal game and was a fantastic package , with a handpainted map , a nice manual and soon ... the same like it was in the old days of morrowind and I didn't have to download anything from steam .
Instead with Fallout4 I have got the package with a2 pages folded manual and 1 plastified paper with perks not even the map ... Plus I have only one disk and have to download the game from the web ... Why This???
I'd be more sympathetic, except BGS put out the contents of the disc weeks ago. They weren't hiding it. Also, more and more modern games are beginning to do this, so if you shut out BGS games, you should also shut out most of the other big publishers going forward. Final note, you should always check compatibility for your situation (not just your PC specs). If download times are a concern for you, you should make sure that's not an issue when you buy a game. I'm going to the DMV soon to switch my state on my ID. I'm not going to blame them and swear to never visit a DMV again (although I wish I could), if I don't have a particular document. It's a concern I have, so I'm going to call ahead and research what I need before I go there. See how that works in life in general?

Well they have a point. No everyone can afford (nor has access too) a fast net connection. Even though Beth posted what was in the box online, the store where they brought should've said something. It should've been posted clearly on the box (is it?).
Why even offer a disc if you are still gonna have to download it? That just doesn't make any sense.
Now I pre-loaded it from Steam a couple of days ago. But I got fiber coming out of my house.

Out of interest, can you link to where Bethesda posted what was going to be on the disc? I've seen a bunch of stuff but not this.
The reality is that they sold both digital and physical versions of the game. The physical version of the game is only a small fraction of the game itself, which is just bad. I love Bethesda games as much as the next person but this isn't right in any universe. I can fully get behind the necessity for patch downloads etc once you've completed the install, but to only ship with one disc and force an enormous download on unsuspecting people so they can actually play the game is just wrong. At the very least, Bethesda should have made this known to retailers who would have made this clear at the point of ordering.

Same situation here.
Unfortunately I don't have a fast connection so I chose to buy the physical version of the game. Apart from the fact that there is no manual inside ( only a slip of paper with keybindings) , I find only a DVD with about 5-6GB!
I have to download about 20GB? Really? Absurd!
I understand the fact that they do not distribute the full game, but I would have understood if you lacked a 500MB or 1GB!
Now, after waiting to buy the physical version, I have to wait another 12 hours at least for downloading pretty much the whole game!
Really poor service , which I did not expect from Bethesda!

There are still parts of London without a fast broadband connection. There's been a lot in the news about it recently: the government is promising to roll out nationwide coverage by 2020, but BT are dragging their feet. I'm limited to 40GB a month, and my connection rate is around 7Mbps - so big downloads can take a long time.
