In Oblivion, a cave was a cave. When you visted it, it had the same bad guys, the same challanges, and you recognised it as being "the cave thats good for sneaky characters" or whatever. with radiant story, it's contents is tailored to your skills and it becomes "that cave that, like others, will contain the things that my character would like to fight no matter what the case". That is one feature of Radiant story. Also, radiant story would mean no more distinct NPC characters, and more generic npc's filling the boots of eachother.

But they're not. They are trying things, fixing their mistakes and improving- I've no doubt that radiant story will serve as a sutble quest tweaker, a brilliant side quest generator, and a good plot hole filler, and by the sounds of it create some pretty funny scenes. (guys fighting over sword). Just so long as they fix their mistakes.
No, Radiant Story does not change the content of caves nor characters. A cave is still a cave, handbuilt to the dot by the dungeon designers. Radiant Story would simply randomly select an appropriate cave from the pre-designed options for a quest. Most often one that you've never visited before. It's not a random generation tool. The quest is already made, it simply changes who you would get the quest from, whether the content of the quest is more based on stealth, magic, or combat, and where the quest is located, but all other main aspects of the quest are hand-built.
