New developments in the Fallout World?

Post » Tue Jul 21, 2009 12:44 am

*This is about the in-game world, not Project V13*
The Developers have indicated that they would like to move the inhabitants of the Fallout world beyond just surviving and onto rebuilding. Understandably they may want to play this one close to the chest but...

In what ways do you think humanity might have progressed? Is it just progression back to before the bombs fell, or do you think they've learned from the fallout?

What new tech has been developed since the eariler fallout games? Has plasma weaponry advanced in design making it easier to use? Has something even more powerful than plasma been thought up? Etc. Ideas, developers insights and things you think you'd like to see are all welcome.

(Has the transistor been invented/become commonplace? It's supposed absence with all the vacuum tubes and yet sometimes unavoidable presence confuses me a bit... am I supposed to pretend I don't notice and just play the **** game? :? )

Again as a relative newbie please direct me to an existing thread that searching didn't reveal. Why do games studios have to fight and die? War, war never changes : (

About tech advancement.
Unlikely to plasma weaponry will evolve.
Most of technology has been destroyed by bombs.
All that humanity probably have after that, its some theoretical knowledge, drawings, and repaired pre-war weapons. I presume that people of wasteland just don't have neccesary resources to reproduce pre-war technology. Don't mention about advancement and innovations.
Technology must be like a some kind of ancient artefacts, which are carefully collected and guarded.
Its about complicated sort of weapons like energy ones.
Simple firearms not so hard to reproduce.
About society.
IMHO, Mad Max Trilogy showed us how it progressed.

Hmm. Depending on what era the Bomb(s ) dropped there was not that much Tech around. During WW1 there were still many individuals who hunted with Blackpowder (BP). Even during WW2 there were BP shotguns and rilfes being used to hunt. Some were BP cartridges (shells with BP instead of the new smokeless powder).

Also many individuals did grow their own food (at least those not in major cities) and many people went to market (current day example is the farmer's markets).

During the first half of the 1900's a majority of people did have to work everyday to just make their food. Or cook it. Going out to eat was extremely rare for the majority of civilizations.

Many individuals did their own repair work back then too.

I concur completely with this. :)

Well BoS do collect old technology but as far as I know, they don't share it that much. If I understand it correctly, the BoS Knights constructs different objects (weapons, armors, ammo) and they use some for them self and some for trading (no hightech stuff IIRC). Probably the same thing with Enclave (but since they got their asses kicked, they are not as powerful as before, maybe some single cells still living on somewhere).

NCR and other powerful nations won't probably have BoS technology but I am sure they can reproduce many items that currently is in the wastes, guess materials would be the big problem. VC should also have loads of data about technology stored (their vault).

So when I see the part about rebuilding I don't see re-inventing a bunch of stuff, I rather see re-organize everything, put settlements under a government, build up armies to suppress raiders and other enemies, restore towns and build new settlements, build up factories/ranches/other..stuff. Sure, inventing and improving objects is a big part but I think what I said above would come first, at least, rebuilding would be my priority. Image

Yeah, pretty much, only the enclave, BoS, and vault peeps have technology. No one else that i know of.

It would be cool if there was a tribe who salvaged technology from dead bodies of enclave and BoS. High tech tribals! They would hate everyone, and be dangerous  Image

Well, BoS and the Enclave were the only ones (that we know about) who were able to produce the extremely advanced tech in FO1+2, everyone else including the vaults were just scrounging scraps from the old world.

Although, in FO2 the NCR seemed close to being able to start producing advanced tech. The Shi also seemed to be able to produce very advanced technology, as well as the Hubologists.

The Bombs fell in 2077. The idea was that after WWII, our two realities diverged, with us going one way, and them going a separate way. Namely, that they retained the... overall atmosphere of the 50's, but that technology also advanced incredibly fast. But not fast enough to save them from the eventual apocalypse. I put the 'Skill' in 'Kill.'
Wait, what?

Meaning - most of computers with its database, factories and research centers have turned to dust. All that has burned by nuclear fire. But I do not exclude the possibility that some of them were not destroyed and kept his data and machinery clean and safely. Like Vaults, or some millitary bunkers.

Right. Brotherhood do collect pre-war technolodgy, but they are not the only ones. Except Enclave, becouse its almost failed. I think there exist many small bands that collect old tech. Treasure hunters, for example. Of course, such organisations like BoS will not share hight advanced technology like energy weapons and power armor.
Maybe NCR have some genious scientists and opportunity to reproduce and improve old technology.
Perhaps all that will lead to forming a several independent high-tech centers, with different goals and ideologies.
This is like a new Middle Ages.
Some kind of feudalism. Wasteland farmers will pay taxes to their feudal lord. Each feudal lord will have a small army to protect his ownership. And... bloody hell, war never changes, indeed. - Yeah, yeah. Sorry for my english... :D

Tactics isn't considered canon, so although stuff from tactics might be in the game, don't bet on it.

As far as collecting old tech, i think just about everyone and anyone did that. Who wouldn't keep a suit of power armor if they got thier hands on it? The question is more along the lines of who could actually produce tech though; BoS, Enclave (although probably not after the events of FO2), and some other advanced factions to an extent (NCR, the Shi, the Hubologists, ect).

I dont have the answer to this question, but it is in my opinion the most compelling question raised by the Fallout IP. It is why I love playing these games so much.

As another member suggested in this thread I think that most 'rebuilding' takes the form of rebuilding society or societal structures. I think this mostly translates into recreating structures of inclusion and exclusion, or, nationalism and power. The BoS, Enclave, NCR, and other factions all were after the same thing - monopoly on the use of 'legitimate' violence.*

I find the FO IP so compelling because the story takes place at the exact point where the social contract would theoretically be coming about. Humanity has just witnessed nuclear winter and the destruction of nearly all of the planet. The world is widely anarchic and dangerous. FO understandably offers quite a Hobbesian view of post-apocalyptic America. Everything is 'nasty, brutish, and short.'

When you play the games as the lone wanderer you interact with individuals quickly give up their identity or choice to an organization, gang, or army. Who wouldn't want to escape the nastiness out there? almost always these members are religiously fantatical about their group - perhaps even moreso than people in member groups before the bombs fell. They all want to enforce their political power and hegemony while pushing outsiders away or killing them. It is why the NCR grabs land, the BoS grabs weaponry, and why the Legion enslaves.

The view offered by gamesas and other unnamed-companies-who-have-made-Fallout-games is that people have learned very litte at all.

Not only that but "the great war" was supposed to have been largely in thanks to the dwindling of natural resources, fossil fuels, etc.

As to the idea of scientific advancement there would be some it would be almost the same as before the war. With groups thinking better military strength in better weapons some groups may not think of it as military strength but self and populace defense and also work on new types of weapons with even more groups thinking in other ways. A common idea would be the mass purification of the land as on the idea of the geck but ways to go about it without one thanks to their rarity. And given that they are so rare that in most cases only the strongest of groups would procure one it would most likely be used in self gain instead of for the good of all. Someone mentioned advancements in plasma weapons. Remember that in FO3 that their plasma rifle was invented by the Enclave. The previous FO's had what is called the plasma caster in New Vegas (please don't burn me for bringing up the new FOs).

There also groups like the Van Graffs and Gun Runners who can reproduce PreWar tech fairly easily.

Don't forget the Commonwealth and Mr. House.

Now as for the Enclave I don't know why everyone thinks they are gone. If you remember the BoS was one part of the Enclave that rebelled. The Enclave could have bases in Alsaka, Hawaii, the SE (where did Raven Rock forces come from? I don't think it was Cali.), Montana, Canada, Mexico, or even Puerto Rico (In the Fallout timeline Canada and Mexico were both annexed). If you assume that they expanded as quick as the BoS then they would have bases all over the US in great numbers, not outposts. But if you think about they wouldn't expand as quickly as BoS. They would expand much quicker. The BoS is a xenophobic organization that only reluctantly recruits unwashed outsiders. The Enclave is highly expansive. They would likely conscript most of the unmutated population in areas they control. They might even have cloning technology. They wouldn't be above paying off raiders in areas where they want a low profile with energy weapons either. With that in mind there could be lots of tech that would be available at even fairly low levels. All I want for Christmas is APA and a gauss rifle.

The BoS is not an offshoot of the Enclave, they are a seperate organization which originated from a military base which lost contact with the chain of command when the bombs fell. At the end of FO2, the Enclave was destroyed. Yes, the Enclave reappears in FO3, but there isn't a satisfactory explanation for how this is possible after the events of FO2. The plasma rifle was not developed by the Enclave, it was developed by the US military before the bombs fell.

Also, the Enclave would not recruit/conscript members from the wasteland, because to the Enclave, everyone in the wastes are mutants and not true humans. The BoS doesn't normally recruit from the wasteland either, but there have been examples of them doing so, but the only solid example (the Vault Dweller from FO1) could be considered a fluke, he was sent on a suicide mission that the BoS didn't expect him to return from. Tactics is the one game that provides an exception, but it isn't considered canon and was actually an offshoot from the BoS and the same is true of the BoS in FO3.

I have always wanted to see a blow gun, it would so feel like fallout 1_2 you know they did have spears and junk like that. so why not be able to build spears blow guns and even bows or maybe a sling shot, in the survival perk, i would also like to see a native tag skill, and all the above would apply. ok that has the old weapons out of the way now for the high teck stuff.
Plasma sword, man i would love that. or a lazier sniper.
Well thats all i got for now man i need a mentat. Ka will's it.

As to enclave officer, we cant burn you for bringing up the new FO games as they forever burned into our minds, it has become almost inevitable for new technology to appear because Bethesda and Obsidian had their vision of BoS building giant robots and tesla cannon technology that implodes vertiberds and turrets with a single battery. Have fun because things like this can't truly be ignored by gamesas because they a-a-are* there.
