I recently downloaded and installed the Gun Runners’ Arsenal and Courier’s Stash DLC from playstation network hoping to enjoy some new content.

Neither of the two new DLC even worked in game.
There were no changes made to the game at all. Is there something i am missing?

Neither the Gun Runners’ Arsenal of Courier’s Stash loaded onto my game and from the main menu under the "Downloadable content" tab there is still nothing listed.
So far:
Re downloaded DLC
Deleted the game's data and reinstalled 2 times once without patching and then another patching the game with 1.7
Started a new character multiple times, even deleting the old save files.

Neither of the two new DLC even worked in game after all of that.

I have documentation that proves my purchase, is there any way to get these two DLC to work?
