I'm glad the bounty stuff has been fixed. It makes much more sense now. You could be hated in one town and loved in another!

The addition of bounty hunters is very welcome. It will definitely add a better feeling of infamy than the frustrating psychic guards.

I doubt the legion is still around and definitely not in Skyrim. Probably either the local hold's guard or Skyrim's version of the fighter's guild.
