They could also go the New Vegas route and make it so collecting bobbleheads doesn't magically increase your stats but, instead, is just a fun thing to do (with maybe some tiny monetary rewards).
I'm pretty sure Todd Howard was asked what some of his favorite perks were and he said something like, "There are some new ones that I'm not ready to discuss yet". If I remember correctly, it was the post Bethesda E3 interview.
There's nothing new here, we know there's a perk chart. We even already have a vague idea of what it looks like, since it was shown in the promotional screenshot (although small), and they're selling a poster of it with the Collector's Edition.
While I will agree that Perk Chart isn't new (I didn't know), you've succumbed to the error of claiming "nothing is new here" by neglecting to review the video posted in its entirety, and only focusing on one single thing mentioned.
I invite you to review the video link posted, and you will be welcome to notice some differences in previous game play videos, as well as the Deathclaw fight in Concord which is, as mentioned, extended, and features a rather acrobatic, and fast Deathclaw.
I'm quite sure you'll find yourself satisfied to agree that such does not equate to "nothing new here", and I will be ever so delighted to thank you for an apology in your error of dismissal.

There's a segment after leaving the vault poling at the pipboy.
There's also a patchwork of segments, especially during the Deathclaw fight in Concord where ammo can be seen getting used in first person, then, suddenly it's god-mode. Additionally, there's that Deathclaw dodging, and strafing almost acrobatically during the fight which is additional new footage patched in.

Nowhere has it been confirmed or even suggested that skills have been removed, or merged with perks. The only thing we know for certain is that they haven't been discussed yet.

This gives us a total of 70 perks. And yet the official Fallout page, the Steam page, and many other sources all suggest hundreds of perks.
Looking at the showcase footage at https://youtu.be/D5esyZPt5Jo?t=24m10s we see a bobblehead stand. On the stand, there are 20 spaces for bobbleheads. The ones we see listed are Agility, Barter, and Charisma. If all 20 of these had 10 related perks each, then we would have a total of 200. Again, going back to the footage: from https://youtu.be/D5esyZPt5Jo?t=27m1s, whilst modifying laser weapons, we can see rank requirement of level 1-3 in Science, which we know as being a skill. Also, whilst modifying conventional weapons, we can see rank requirements of level 1-4 in Gun Nut, which could either be a skill or a perk. If we assume that each of the 200 perks as suggested had an average of 2 ranks, that would be a total of 400 perks across the board. Going back to the bobblehead stand, the 20 total slots, as mentioned above, would suggest 7 primary stats and 13 skills, just like in previous games.
My point is, we do not know for certain that skills have actually been removed. In fact the evidence, as I have presented here, would suggest that they are almost certainly still a part of the game.
I wish confirmed bachelor and cherez la femme were in it but Bethesda apparently hates FO:NV like a redheaded stepchild...>.<
In other news, "Phil Spencer?" Do we have a last name (like Shepard in Mass Effect) or did the person just type in Phil Spencer as a first name?
Or they're just using 'hundreds of perks' in the technical sense, since in the Skyrim engine different perk levels are considered to be entirely different perks.

The perk chart option could be seen in the last lot of videos that came out.
On skills, that there is no option for skills on the Pipboy would indicate no skills, it's not a big deal to me anyway. Perks might work better,
