Name: Secretary Hugo Hamilton
Age: 25
Race: Pure human (Caucasian)
Allegiance: Enclave, the United States
Occupation: Secretary of Homeland Development. This department focuses on all domestic affairs such as agriculture, treasury, housing, and so on and so forth. Due to its size, the Enclave have had to combine all department concerning domestic matters.
Appearance: Stands at approximately 5’8’’ and weighs 140 lbs., give or take. Hugo is of a rather small build and lacks defined muscle, for he never devoted much time to exercise aside from his basic training.
Hair is chocolate brown, neatly cut and somewhat curly. In regard to facial hair, he is completely clean shaven, and will probably remain so for as long as he is able.
It’s hard to deny that Hugo is unattractive. His nose is somewhat beaky, his eyes lack sparkle or emotion, and his lips are rather dry and thin. Though, what Hugo hates more than anything else is his lack of earlobes. Truly, only a face a mother could love.

Personality: Hugo was born a pompous child and continues to live as a pompous man. Although respecting of his fellow Enclave citizens – true humanity – he deems those below him as petty and of much less importance. However, he’s submissive to his superiors, no matter what he truly thinks about them deep down, for in actuality, he’s a weak being who latches onto any opportunity to undermine, and sometimes humiliate, his subordinates.
Due to these traits, he is generally disliked; his inferiors abhor his snobby conceitedness whereas his seniors often find him irritating.
Despite being actively encouraged by his parents to pursue the life of a soldier within the Enclave, Hugo took a route starkly contrasting to that proposed. He instead aspired to serve his country by taking the political road. As a result, he read widely, and shaped his beliefs from the books available in the archives and the articles on the Poseidon Energy Network, which of course had been updated by Enclave sources.
Naturally, a great sense of national pride was instilled within Hugo – this patriotism has remained strong throughout his young life. His preferable means to the Enclave’s greater ends are by and large traditional, akin to the ideas of prominent Enclave figures such as Richardson, Eden and Sutler. Like them, he sees the extermination of the masses outside of the Enclave the best solution to America’s problems and by wiping the state clean, the USA can begin anew. It’s not really a personal matter of any kind; to Hugo, the simple truth is that they pollute the gene pool. They’re little more than animals to him, and the Enclave is not just an organisation or a government, but the last strain of true humanity remaining.
Interestingly, Hugo is rather sadistic in nature. Sadism is a trait often identified to those who have suffered physical harm and neglect. Hugo Hamilton has suffered neither; however, he has been subject to humiliation by the taunts of his more virile cohorts, and throughout his career has been invisible to women, even if the vast majority of those women have older (remember the Enclave’s situation). Of course, the anger pent up inside would never be taken out on his fellow citizens, but he’d happily inflict pain upon the sub-humans on the outside. Although Hugo’s never had the opportunity to impose his malevolence on a subject, he has no doubt he’d revel in doing so.
Hugo’s reading has expanded his brain greatly, and over the years, he’s emerged as great thinker and intellectual, which is evident in his extensive vocabulary. His ideologies have been shaped by his readings, and one of Hugo’s key characteristics is his integrity and ability to hold onto his beliefs. Others may think otherwise, but he’d never follow fame and power at the expense of the United States and its people – the Enclave.
Gear: Often sports a black two-piece, single-briasted suit with an Enclave badge (the ‘E’) pinned to his briast. Prefers a red tie over any other.
If, for what ever reason, he was called up to serve on the field, he’d don his Enclave issued combat armour. The chance of this is slim, however, so the aforementioned armour remains in storage.
In his office, a gallary of portraits of former presidents decorate the metallic walls. As a patriot, Hugo feels obliged to pay his respects to these great men who've devoted their lives in making America better place, even when faced with seemingly unconquerable obstacles.
Weapon: 99% of the time, Hugo is unarmed. However, if his duty required him to arm up, he’d clip a basic US Government issued laser pistol to his belt. In his office/quarters.
Backstory: Born to loving parents, Tim and Paula Hamilton (they still at the Poseidon Energy HQ), who, in spite of their disappointment with in their son’s career choice, have supported him all the way. The feeling’s mutual, as Hugo’s parents are possibly his only true friends. He feels no regret for taking a separate path, however. In fact, he’s proud of the fact that he has constructed his own way – he believes it’s a testament to his intelligence and individualism.
Recognised by senior cabinet ministers as a boy with extreme potential, Hugo has been groomed to be fit for politics. So much so that he’s come to genuinely believe that he’s the future of the Enclave (and therefore America), and is fit for president, regardless of his age.
More recently, Hugo has been focusing primarily on how to revitalise the economy and jumpstart commerce once the outsiders have been dealt with (which he is also homing in on), and how to create a more stable society. He’s largely been ignoring foreign/outside affairs, though due to the current tense situation, he may need to pay more attention to what’s going on outside the Bunker.
