Mieux watched the monitor fiercely, watching as the carnage. His false bird flying around in circles like a carrion bird. A voice echoed in the room, static first. "Mr. Mieux, we have refugees pouring in, some are New Manhattan, some are just dwellers of old New York Cities ruins." Mieux was unhappy about this, his city was well rationed. "I...I don't know, well, we have those recent additions in the southwest sector of the city. We could let them in there." Mieux watched the monitor, four men at the sealed doors to the city, he noticed five or six ghouls being pushed away. His voice echoed on the exterior speakers, " ATTENTION REFUGEES, CEASE YOUR BEHAVIOR." The crowd quieted, "First, let those five ghouls to the front of the line. They did, some people looking at them angrily. Mieux's picture appeared on a screen before them. "Hello there, you all are travelling together I see, tell me, what skills have you?" The ghouls a little aback, 'Er, well I was a scientist before the bombs, these three here were highly skilled mechanics before the war, one was a RobCo robotics expert, the other two for Corvega, and uh, this woman here, she was a business woman before the bombs. We're all pre-war, and we still know what we were taught. But you do know we're ghouls right? Raspy droopy ghouls." A silence was on the monitor, "Of course, but I don't give a damn if you're a super mutant, so long as you're friendly, and you can contribute to my city, I'll welcome anyone, I myself am a Pre-War man. I have use for pre-war knowledge, I intend to rebuild this city. You're free to stay here, and if I feel you're worthy, I'll give you residency applications." The Ghouls smiled, feeling as though they were lottery winners, Mieux and Arcadia were very comfortable with Ghouls in the walls. "As well, I will permit one hundred refugees into the city, but you ghouls, I'm going to let you five stay in one of the basic rooms of my tower until I decide you should have residency in the city."
Mieux, after letting in 100 of the 250 refugees, the rest squatting in the patrolled 'No Mans Land' which now, was more of a 'poor mans land' as Mieux was no longer eager to consume New Manhattan, he had been filling out Caravan forms to authorize the construction of defense barricades town on the city blocks between Manhattan and Arcadia. He was also delivering food to the squatters to show it was nothing personal, as all people in Arcadia, and the squatters outside the walls, were equally given three meals a day, even Mieux, as a token of understanding, took only three meals a day. Arcadia never got involved in war, but he was more than willing to help wounded troops from New Manhattan, offering medicine to squatters and so on. Mieux was growing concerned, when he announced that refugees werent permitted into the city when all 100 took up residency in the 'refugee quarter' people surprisingly, were okay with this, understanding Mieux was doing more than his fair share to help everyone.
