Sutler looked around at the present company before lighting a cigarette and taking a swig of scotch from his hip flask. He looked over at the Director.

"So your the infafmous director of the Gauss Project? I have to say I expected you to be a machine hooked to one of those ridiculous hibernation chambers I remember RobCo having pre-war, courtesy of us of course. As Miuex will testify the sealed environment chambers don't work, you need one filled with Bio-Gel, but only a few of those exist somewhere in California..." Sutler took another drag of his cigarette and turned to Miuex. "Look Miuex do we have to wait for anyone else, I am a busy man and don't have time to dily-dally with here in your swanky boardroom."

"Alright, come in, all weapons must be checked before a sale."

The caravan of 50 brahmin entered the city, much to the surprise of the residents.

"What the hell? 3000 caps for this rifle?"
Alex chuckled. "Its fine quality mate."
"But is it worth 3000 caps?"
"Take it or leave it bub, I don't have time for games."
"Arrg, fine."

Several guards checked the gun, made sure there was no ammo in it, and approved the sale.

"Thanks for your buisness."

Vlad ran over to Alex. "We made a killing, 45,000 Caps made, and we bought 5000 Caps worth of food."
Alex smiled. "Well, now to New Manhattan. "

The caravan slowly reached Reuters Way. A GP guard walked over to Alex.

"If it isn't Alex...may I help you?"

Alex glared at the guard. "I don't have time for [censored], I want to let my caravan enter the city."
The guard picked up his radio. "Lemme call William."

The guard walked into the guard shack. "Mr. Snowe, sorry to bother, but Alexander Scalatti has come with a massive caravan, shall I let him in?"

William laughed it off. There was a time when he found files for his great grand father to hook himself up to one to rule over the Manhattan islands using the same environmental chamber the President was talking about. But he denied it, and decided to do a system of father to child or older sibling to younger sibling dictatorship. Of course, that system was broken when William instigated an aristocratic system of government.

"No...my future child will be the next Director. Then his child will be the next Director. The council however will be hand picked by the Director so things like the events of Alex's coup won't happen again."

William waited for Mieux to lay down the beginning of the meeting. He got a call from a GP guard in the walls of the New Manhattan. "Mr. Snowe, sorry to bother, but Alexander Scalatti has come with a massive caravan, shall I let him in?"

"Get the law enforcement to escort him to the destination."

The guard began to escort Alex to an unknown location. "Vlad! Trade a much as you can!"

"Da!"

Alex followed the guard through many old districts. Alex could not recongnize them anymore. GP propaganda was smeared everywhere. People were expecting free handouts. It was literally, no longer capatalist. It made Alex sick to his stomach.

"Mr. Scalatti, take a left, and enter the first room."

Alex nodded, and entered the building. He turned left, and found himself in front of an ornate door. Alex slowly opened the door, and found himself in a meeting with all of the high ranking faction members.

"Sorry to barge in, but your guard directed me here..is this the right place?"

"Yes, indeed you are Mr. Scalatti, took you long enough to get in." Mieux said, cocking a mildly annoyed look for his delay. "Have a seat please." Mieux cleared his throat and began, "As all of you know, Mr. Williams was the recent victim of an assassination attempt. He stomped his way north, swathing a path of blood in his wake. This is mildly understandable. However, the civil war launched within New Manhattan strained me, in good will I fed and cared for people who were afraid to live there. " His voice took on a tone of mild anger, " THEN, you swoop into MY airspace with an armed vertibird, with no just cause beyond your paranoia." He stood up and said in an angered toned, "What in the HELL do you think you are doing Williams?" He caught himself, and cleared his throat, collecting his calm and sat back down. "Mr. Williams, as I see it, your going to have to be punished. How? I leave it to the people at this table to decide." He looked around and smiled in an said politely, "Any suggestions as to how the Gauss Project should be punished? Oh, and their food supply lines are not punishable, I wont go back on my offer I made to you Williams."

Director William Snowe

William sighed and remembered back to his inauguration ceremony way back before the 7 year Alpha Omega process. He stared at Justin, drilling into his eyes to find any sorts of doubt.

"Punishment?" He leaned forward and took a serious tone. "You listen here Mieux...a 7 year plan, botched. I had to reverse EVERYTHING that I've done in the last 7 years to make up for it. The experiments, testings, battles and wars...everything is scrapped. Then I have to deactivate the main part of my army from a previous food crisis."

He leaned back and took a deep breath. "I am in no position to make threats of war...that time has passed. But if this is what it takes to make amends...go ahead. Give it your best shot," William said in a somewhat threatening way. There was only one bargaining chip left and that was the Plasma Lamp replica. He missed the days when the GP could storm into a city and burn it to the ground in a second.

How the times have changed.

Mieux sighed, "Look, I don't care about revenge, I just don't want you to have the power to just wipe out our innocent settlements in the world." He stopped, sipping his glass of water, "What's to stop you from abusing power should you come back to your position?" He looked sharply at Williams, trying to read his face for any tell tale signs.

Mieux turned to Sutler, looking at him quantily, of course, but I wanted to know what you thought as you saw it. I want you to either remain out of this all the way, or just side with us. Gauss Project is a threat to the common man, if it's free, Gauss seems to want it." He was clearly in distrust of Gauss Project.

"Fair enough, but with fore warning I could have compiled demands better, as per our treaty, I will stand by Arcadia. Allow me to ponder, what exactly I, meaning the Enclave, wants from the Gauss Project."

Alex took a seat on the open chair. He adjusted his Grey Suit and Fedora. "William, as much power as you have, you have no experience in leading a country..none."

Alex took a breath. "You have to deal with others, some have more power than you. We hold you by the throat in food supplies. Although you may be the regional powerhouse, you are in decline. Your agenda, with the free food and housing, is destroying New Manhattan. I know the economy better than anyone."

Holly, the Ambassador tried to speak up but Byron shook his head. "Don't."

William stared at Alex and thought for a moment. How the tables have turned. Alex was now one of the ones to cast judgment on the Gauss Project. William sighed. "I was given control of the Zodiac Bunker by my big brother when I was 19. When I was 10, I started studies on military doctrines, government systems, and how to manage an autocratic country since my inauguration as Director. I was taught that capitalism and democracy was what caused the Great War in the first place. Autocracy was focused on and aristocracy as a fallback."

He looked at Alex coldly. "My deactivation of my Securitron Legions...do you think that was random? To svck up to the other major powers? No it's to transfer the humongous amounts of electricity and manpower used to power the Securitron into my factories and farms. Everybody gets an equal share, 3 meals a day and one snack. They all get one apartment cell that's relatively the same size as the others. Only the councilors, their families, and my elite guard get better living conditions."

After Williams finished speaking Mieux frowned at Alex, "Mr. Scalatti, were I a lesser man, that would hold true, but Mr. Williams has not broken his contract with Arcadia, nor his deal with you yet, therefore, we are also honor bound to leave the food supplies alone as per contract." He turned his head to Williams, "You raise a fair point, but I'm a businessman, the possibility of you fluttering your wings of power again unnerves me, and if you ask me why, well, I think what became of Lake Federation territory speaks for itself." He then rubbed his moustache a second and said to Williams, "I have no say on how you govern inside your walls, but I have to ask, now that you're here, is there any chance I could convince you to release your slaves?" Mieux was abhorred by slavery, imprisonment was one thing, but to strip a man of his freedom and turn him into a pack mule, or as Wastelanders now said, 'pack brahmins', it was a fate worse than death.

William remembered that slavery was only to be used as an excuse to scapegoat an enemy. And it somewhat worked. Most of the workers blamed their past slavery on the Federation and Bridgeport. But now, Bridgeport was starting to integrate positively in the citizens but the Federation...it was like Communist Russia and the U.S all over again.

Sutler finally stepped in, he had no idea what Miuex expected from him, economic sanctions or something? That was however, nothing he had any expertise or current interest in, so instead he thought of ways of benefitting the Enclave. "I have a demand or two for you Director, nice and simple really, firstly a list of components and materials I will require to complete an upcoming project, the nature of which is strictly classified. A list which will be sent to you via Eyebot once it is completed, secondly a Vertibird to be flown to a location of my choosing, with my supplies, before my pilots return it to Enclave headquarters, after flying your personnel home of course. There may be other demands I think of but for now, I don't really see what part the Enclave can play in this meeting, my only endevour is the survival of the Enclave."

Sutler turned to Scalatti.

"Now I have a question for you, Mr Scalatti, our eyebot scouts saw vast numbers of enemy prisoners captured, to my knowledge, I cannot find any such internment camps in Manhattan, where may I ask did all the POWs' go?"

Alex took a deep breath to calm himself down. "The "meta-humans" or whatever you Enclave call them, will work and be normal citizens in my city. Most will work in guard work or construction."

OOC: Much of the main city is still intact except for the Central Square where because of the riots, the fires are out but many shops are burnt and destroyed.

Then he heard that Alex dipped the POW's into the FEV vats. He laughed coldly. "About 200 men were captured...and only thirty were turned into super mutants. Do you know why? Because my men would rather commit suicide than live as brainless mutants....and they did."

He remembered every single propaganda video. Ghouls were tolerated and if they could work, were even accepted. But Super Mutants were seen as a scourge and an evil entity since the Second Generation where the first ever plan to go outside was proposed. He turned to Alex with a stern look.

"Super Mutants will never be a part of New Manhattan. Ghouls...of course, so long as they can work, they're accepted. But super mutants will always be the enemy of New Manhattan."

Look at you proud that your men killed themselves, you should be rageful and angry! Now my demands, will they be met?""

William stayed silent for a moment before gesturing to his council. "My councilors have yet to say a single word...let them." The three councilors whispered amongst themselves before Holly, the Chief Ambassador of the council, arose, the design of the robes obviously relating to the Brotherhood scribe robes.

"People please, there's a lot of room but we can't do that for the Enclave. The state exists for the citizens and the citizens exist for the state. And if trade with the Enclave starts, the people will turn idealistic and we'd be back to capitalism. That's not what the Second Generation intended when autocracy and aristocracy were put in place."

Holly stared at the room for a moment before speaking again. "We're willing to offer a replica of a Plasma Lamp, able to generate quadruple the amount needed to power three large factories. The original stays in New Manhattan of course."

Sutler fought the urge to spit in disgust and instead took a large drag on his cigarette, Plasma Lamp? [censored] is a Plasma Lamp? Stinking Commie [censored]s!. "Fine, whilst I have no use for such a device presently, I shall not refuse it, one day it will have a use." Sutler said settling down again though speaking with a hint of menace, he lay back again in the leather chair and took another drag, followed by a swig of scotch.
