Director William Snowe

"Oh no...it's not for the Enclave. It's for Bridgeport," Holly said, doing what William told her to do. Keep the relation between Bridgeport, Arcadia, and New Manhattan strong enough so that in time, all the citizens could intermingle or at least give a good foothold. The GP now had to shift goals in order to prepare for the second try of Alpha Omega in about 20 years.

William cleared his throat. "Mr. President, you have to realize that the Enclave directly opposes the goals of the GP. And not just the military aspect, the entire system of government is being threatened by the Enclave presence...and I will not allow my government to fall."

Sutler scoffed in derisivness, "Oh and Miuex and his quite clearly capitalist business will just be allowed to continue completely unhindered? Either your hypocrits or are just planning on siezing Arcadia when it suits you, I'm sure Miuex has already realised that though. GP commie scum, you honestly almost make the Meta-Humans look like good allies."

Mieux had kept silent as the others started to rile up. Mieux, with an uncaring shrug spoke to Williams, "I fail to see how Capitalism is a bad thing, look at the city I have built here, granted, it is but a fleeting breath of what was New York City. Running an Autocratic society is one thing, but Aristocracy? A society where only the rich and powerful have any true rights? That's only inviting a repeat of the French Revolution." He then shrugged again, "no matter, it's not MY place to run YOUR city." He look when he turned to Scalatti, unlike when he spoke to Williams, had suddenly turned violently disgusted, "You Mr. Scalatti, I should kick you out of Arcadia right now, but I won't, what gives you the right to just dip or gas people in the FEV vats? How would you like it if I forced you unwillingly into a prison cell full of fire for 30 seconds? You're doing the same thing, I've read the reports from before the war, I know how the FEV feels when it changes you, and I oppose it now just as much as I did then." He looked at Williams and back to Scalatti, "I oppose slavery, but I have to agree with President Sutler, what you're doing to those unwilling prisoners, you're one sick puppy Mr. Scalatti."

"Of course I have Mr. President, I take great pains to keep up to date, I'll work with anyone as long as they play by my terms, doesn't mean I'll trust them." He then thought to himself about how Williams had used that Vertibird that one night, a sure sign of his intentions.

He stared around the room, Williams' wife Sonia looking rather ill, but this may just be a normal thing, the councilers in their wasteland clothes, Scalatti who, in Mieuxs mind, was rude for not taking off his fedora, and finally to the Enclave bunch, he couldnt help but smirk at how he and the Enclave men were the only ones spotless in appearance. Mentally he sighed and said in thought ' Sad to see only I and the Enclave have any true stock in Pre-War etiquette.', however, he simply shrugged it off to see how the table would carry on.

A distorted smile broke across Adams’s face – fighting off a laugh at Sutler’s increasing stress levels proved a mighty challenge.

Clearing his throat, Adams spoke out for the first time. “Although I’ve enjoyed the political, and at times historical, debate, I think it’s time a chime in,” said the Colonel with a slight chuckle. “If it were up to me, the Director and his leading officials would be condemned to death – executed in New Manhattan Square for all to see. Death is a simple answer to many problems, especially in this case: no man, no problem. A ruthless solution? Perhaps, but America is not in need of the GP’s services, even less so considering the Director’s communist beliefs.” Adams took a brief sip of water before continuing. “But of course, I’m led to believe on my own here,” said Adams, looking over to the President for a moment, “the rest of you are more intent on imposing economic sanctions or such. Fair enough, but I believe that is still too little a punishment.” Adams turned to and addressed Mieux. “Now, my friend, you’re a businessman, I understand that, but surely you recognise the danger the GP presents? He wouldn’t hesitate to stab you in the back, I bet, killing off everything you’ve created. My suggestion? We force the good Director to demilitarise – if he’s so keen on stabilising his economy and feeding his citizens, what good is an army?” Adams paused for a moment, allowing Mieux a moment to absorb his proposal.

“Oh, and I suggest we break all ties with New Manhattan. Leave the GP to its own devices. True, we may be presented with minor setbacks economically, but let’s be honest, Mieux, Arcadia is thriving – you have little need for the GP, especially considering your territory is ever-expanding. True Americans should not affiliate themselves with communist filth – their dirt will only spread on to us. Now, I’m no advocate of democracy – it breeds corruption and instability – but a capitalist society can thrive without it; just look at Fascist Italy. Communism… well for a side-by-side comparison, just look at the state of East Berlin after the World War Two; utter failure. It’ll be the same for the Gauss Project, I assure you.”

“Anyway, I suggest we all calm down a little, before Alex and the President have a heart attack,” Adams joked, trying to lighten the mood somewhat. Or was he just trying to heat the argument even more – he wasn’t sure.

Adams bit a huge chunk out of a succulent apple – the taste was divine. I need to eat here more often, he thought as he stared at Scalatti, the urge to throw a right-hook was too tempting; any man who allied himself with super mutants was just a meta-human, also, worthy of extermination.

Alex leaned back in his chair. "I will not identify myself with commies. I hate them to the bone. The Chinese commies were the first to nuke."

Alex then turned to Justin, and took a much lighter tone. "I feel, well, guilty of my actions. I was a [censored] when I dipped those commies into the Vats, and I apologize. That has been on my mind for days and days now. I will make any amends if needed."

He then faced William. "I propose a more subtle, yet serious punishment. I for one, don't feel safe with the GP's power. I feel worried for Bridgeport. So, I propose a massive demilitarization, and the formation of a council to prevent further commie attacks. I also propose that the Lake Federation join the council, as they have a sizable army, and can control the GP. I don't trust commies, especially with weapons."

Alex then noticed Adams looking strange at Alex, almost like he wanted to punch him. "Adams, whatever is bothering you, please tell me."

Sutler stubbed his cigarette out in a marble ash tray and looked at Scalatti.

"I for one refuse to drag the Enclave into this and agree with Adams, with the exception of Miuex nobody here is officially recognised as a legitimate government. There will be no Enclave member on this mutie council, the only Enclave involvement maybe through the treaty I will sign after this meeting during which I will garuntee Arcadia military support in the event of attack by a foriegn threat."

Alex lit up a cigarette. "That was just an idea, but to make it sweeter, Bridgeport recognizes the Enclave as the United States Goverment. I would like to join that treaty if I can."

Sutler groaned but now given the chance to explain things greately calmed down, "You don't understand, it's not about percentages or "racism" as our enemies would call it, it's about actual genetic inferiorities present in common wastelanders we've done autopsies on wastelanders from coast to coast, higher rates of infant mortality and more born with genetic defects and internal damage, and what about this Federation? The treaty is a formal agreement of trade and other things between the Enclave of the United States of America and Arcadia, with Arcadia recognising the Enclave's claim to the continent and our legitemacy to govern when the global situation improves. In return we agree to recognise the independence of Arcadia and just generally agree not to destroy it and protect it with the US Army. You shall have to consult Miuex about that treaty, about yours, I doubt again that this Federation would accept or even just respect the Enclave's legitemacy as the government, I will join your "council" provided all members accept the Enclave of the United States of America as the official government. If not then you could still accept my authority as President and we could work something out."

Alex nodded. "The Lake Federation could easily be persuaded. I have been to Laketon, and even the president wants the USA to be reborn. He told a crowd that the only reason he started to conquer lands was to remake the old USA."

Alex snubbed his cigar. He turned toward Justin. "Now, can Bridgeport join this treaty you guys have set up?"

Sutler's brain was churning with a plan, whilst he would never put his own hubris in front of the Enclave and his species survival even he couldn't justify what he was planning to himself, he listened to Scalatti's words and mused even more. No, for now definately no, he would discuss it with the Colonel and the Cabinet later but for now he would shelve the idea; these "treaties" were enough for now.

OOC: I haven't mentioned it and feel I probably should, the Enclave's base is hidden, there are no references to Poseidon Energy Headquarters in any transmittions and code-words are frequently used. Nobody knows where it is and Vertibirds purposefully take different and false routes back to base to keep it secret. All transmittions themselves are sent by wire to a nearby pre-war Military Communications array.

Mieux had been sitting there, obstensively neutral to any points made, thinking things through.He then spoke after Alex had railed Mieux from his thoughts, "Firstly, I agree that New Manhattan is a threat, but I haven't the might nor the desire to charge into Manhattan, however, they have valuable steels and rock, but I suppose those can be obtained from destroyed buildings out in the dead city. But still, my contracts with Manhattan have never been friendship, it's more a 'you let us be, we leave be.' That is how I have suceeded so far, running all contracts with a Lessez- Faire tone. Apart from trading and neutrality, we have no real ties. I will however send a large shipment of food. But after that, your city is on it's own Mr. Williams, at least until I can decide how to handle this situation." He turned his head and adressed Scalatti, "I suppose, but you'd have to wait until we talk about that in my penthouse, You, President Sutler, and myself will discuss terms upstairs." Mieux cleared his throat, "Sentry bots, please POLITELY escort our foreign visitors to the city gates, and make sure their weapons are returned, this meeting is over, I will be in touch Mr. Williams when we have reached a decision."

After the Manhattan crowd was escorted away. Instead of going to the penthouse, Mieux decided to keep up in the meeting room. "So, before we can get involved in discussing how we handle New Manhattan. Let's discuss what it would take for your people to become recognized as 'Second Tier Citizens of the Enclave'" He then looked to his left, "Mr. President, if your comfortable with this, I could strike up their contract, then submit it to you once they sign it, then I'll sign as a neutral witness, and then from there, all the terms would need is your John Hancock."

OOC: I edited my post to make it so Sutler wont have to do more than just read it, since I can imagine sutler is visibly sick of the word 'treaty' :laugh:

"Alright, let's pack up and go," William said as the Sentry bots started to close in. He wondered whether or not the elite guard could kill these bots given the weapons. His answer was yes, always yes.

The council all filed up and headed down before Sonia collapsed in the lobby. "Sonia!" William exclaimed before the elite guard immediately took action, carrying her fireman style and headed over to a Brahmin. The convoy quickly headed to New Manhattan.

Sutler groanded inwardly, helping Miuex was one thing, one nasty disgusting thing he would sooner not have to do, dealing with a man like this... Scalatti and his mutant cronies was a different matter all together; he sighed and stroked his chin. Does it really matter though? In 100 years or so the Enclave will have recreated the Project and all the actions I have done here will be moot, I have to think of this objectively and logically, I believe that one day all the mutants will be cleansed, if I didn't then what's the point? Should I really stoop so low though? Sutler thought for a bit longer, and then sprang up in his seat, acting before he had chance to stop and think.

"Fine Miuex, do it. I'm no politician, let's see what you have in mind, then I will look over and make the necessary changes."

Mieux have a false expression of hurt, "Oh Sutler, you wound me, at least PRETEND you like us." He gave a chuckle. "Oh and by the way, come with me to the penthouse Mr. President, I want to give you something I THINK you'll find amazing." He then walked out and on his way into the lobby, going up to the penthouse and readying Sutlers surprise.

The man who attempted to mug Lyn regained consciousness. He sat up with a groan.
"Am I...still alive?" The man hesitantly stated.
"That you are, that you are." Lyn stated with a chuckle.
"Christ, I thought I would be deathclaw chow for sure, especially after what I tried to do..."
"Don't fret about it, I've forgiven you. I just need to handle a special task for me."
"Anything to make it up to you."
Lyn smiled. "You and your gang will be distributing food to the rest of the refugees. I'll be keeping an eye on you, due to your shady past. Two mirelurk kings will watch over you, both to keep your distribution fair, and to deter any misbehaving."
The man moved to the edge of the bed, and stood up. "Alright, it's the least we can do in exchange for our lives."
Lyn nodded. "The mirelurks are waiting outside. Around 60 brahmin corpses are waiting to be butchered on the outskirts of the town. The deathclaws are watching over the corpses, but they will leave once you get to work. For your comfort, the deathclaws were ordered to keep a reasonable distance from you. Make me proud, okay?" The man nodded in response, and Lyn went back to the doctor to make sure she was cleared to leave as well. The doctor affirmed that her work was done, so she made her way out of the tent. As she moved through the town, the looks the people gave her were completely different from before. Instead of looking over her with greed, they gave her looks of fear and respect. Dang, word spreads fast. Lyn made her way into the walls, and made her way to the food storage. She picked out a fish, and found a fire, roasting the fish over the fire whole. She sat down to eat her lunch.

Sutler stood up after Miuex before smoothing his tunic and medals and returning his cap to it's proper place of authority, he doffed it as he followed after Miuex.

"Be seeing you Adams, Maskell. Scalatti."

Sutler followed briskly after Miuex, trying not be distracted by the beauty of Arcadia, he had been brought up on old Sutler family photographs of before the war, and spent all his life living in cold, metal Enclave installations inbetween a brief spell out in the wasteland. Whilst the interiors of the calibre of the Oil Rig and Raven Rock felt homely to him, this place too took him back to his childhood imagings of the pre-war world, which existed in photographs and the memorbilia that was circulated around the Rig. He shook his head and followed Miuex into the penthouse suite, as imaculate and lavish as the last time all he had been here and got the pin he still wore on his tunic, technically being a civilian and all.

"So Miuex, what is this surprise you have planned?"

OOC: I didn't say anything bad did I? :tongue: Itallics means he was thinking to himself.

Mieux pulled out an old box and said with a heaved sigh from digging around, "Ah! finally, 200 years of old relics all over the place, anywho, by chance, I figure you might want to see these." He pulled out a stack of newspapers, handing one of them to Sutler, on the front page was a copy of the Capital Post from D.C dated 'October 10th 2077. 'Sutler family speculated to be members of rumored 'shadow government', Sutler head denies claims'. In a half disinterested tone, that one was a big scandal just before the war. Rumor had it in our circle, meaning us 'rich and powerfuls' that someone in the White House was leaking things to the press, suffice it to say, the bombs fell before he or she could be found. But those are all newspapers pertaining to their strives. Why do I have those? Well, he and I had many business deals, robotics, tech, weapons, information, you name it, I sold it to him. We were never friends, your grandsire and I, but we had a cordial business relationship, so when I declined to join the Enclave, he was a little hurt, then wished me the best of luck, I never told him what I was building here. Oh, and take this too, I never did like how I looked in this picture. He handed Sutler a photo of himself and Sutlers ancestor, shaking hands on the steps of the Lincon Memorial. "It looks campy I know, it was a political thing, a speech or two, some handshakes, and then a 'God Bless America' before speeding off in his Chryslus." Mieux said, giving a slight smirk, his obvious view of it all as silly showing. "Oh yes, and I promised you a piece of tech, it's a prototype bomb, so it isnt as powerful as it could be." He pulled out what looked like a glowing mini-nuke. "It's very deadly, harmless to you or I, but if it's dropped within a half mile of any robots, power armored troops or computes, electrical stuff basically, their circuits will be forever fried and inoperable. A genius device if I say so myself." He wondered how Sutler would react to such a powerful weapon.

Sutler listened to Miuex and was confused, or maybe stunned, until he held the old fragments of the Capitol Post in his hands and smiled. "Amusing, Sutlers' have been there since the Enclave's begining back in the 1930's by a dozen senior Republicans, was all about staging a coup to remove the then President Truman and replace him with a more isolationist, laissez faire politican; then during the Second World War the Enclave came to their senses and became a united organisation. Always been Sutler's in the Enclave, always, from one of the founders of the Enclave, to his son who worked on the Manhattan Project among other things and so on for all these centuries," Sutler snorted. "Shame it's all going to end..."

Sutler then accepted the framed photograph.

"You would have died long ago if you had accepted old boy, shame, I wonder who the whistle blower was before the bombs, don't suppose we'll ever know now; nobody could pin anything on the Enclave, suppose we did some pretty bad things back then. Even Adam James Sutler here," he pointed to Sutler in the photograph. "Even he had people killed I believe and wasn't even government, CEO of Poseidon Energy."

Sutler was still staring somberly down at the picture when Miuex offered him the bomb, it took a while for him to realise.

"You want me to have this?" Sutler asked perplexedly. "Why us? I've made it no secret of my desire's and ambitions, why after all that would you give me this weapon?"

Alex tucked in his chair and shook everyone's hands. "Thanks for inviting me." Alex put all of his stuff in his briefcase, said some last goodbyes, and left the room.

Vlad ran over as Alex walked down the capital building's steps. "We made a killing Alex, a damn killing! We sold out all of our rifles and most of our items!"

Alex put his fist in the air. "Yes!"

"Shall we get home now?"
"Yes. Pack up everything, we need to leave now."

Everyone had left the boardroom except Adams and the Secretary of Veterans Affairs Fiona Maskell. The Colonel didn’t say anything to her. Not a word. He was far too busy indulging himself in the food laid out before him; everything tasted fresh… pure.

Adams downed his glass and slumped back in his chair, his belly looking as if were about to pop out. Pfft, no one’s here, except that ugly old witch, Adams thought, shrugging off the glare Maskell shot at him.

The Colonel sat up a little and began to think for a moment. Was I really needed here? What did I contribute to the discussion? Nothing. Why? Because the Enclave does not have enough authority over the New Manhattan region, and only the President’s say matters. [censored] this; I’m not sitting on my ass any longer. With that, Adams sat up, straightened his coat and rushed off towards Mieux’s suite, where he was meeting Sutler.

“Maskell, let’s move,” Adams ordered, as if she were one of his men.

Adams did not bother knocking on Mieux’s doors; surely the thud of his boots would have been audible as he marched through the corridors. He shoved through the entrance hard – the doors almost smacked Maskell on their way back.

The odd device held in Mieux’s hands grabbed Adams’s attention immediately. Is that a bomb? The Colonel scratched his chin as he approached the two.

“Pardon my interruption, but the good secretary and I came to the mutual conclusion that, as ‘ambassadors’ of the Enclave, we’re of much greater use here than in that stuffy Boardroom. Besides, everyone’s left, but the food remains… I’d rather not tempt gluttony.” Adams chuckled heartedly, and took a seat next to Sutler. He remembered the device.

“Well, what do we have here? You cannot expect me to ignore such a wondrous contraption, can you?”

OOC: Apologies if you wanted to keep the meeting confidential, Colonel, but I had nothing to do, and I want to get this RP back on its feet.

Sutler looked up as Adams, angrily it seemed to Sutler, barged into Miuex's Penthouse, Adams lack of a salute didn't perturb him however.

"No of course not Adams," said Sutler quietly as Adams parked next to him. "This device is the one hinted in Miuex's treaty, from the brief description he has just given me it is some kind of EMP weapon, claims everything electronic in a half-a-mile radius will be fried and rendered useless. You say they've all left? Good, good, I was on the cusp of suggesting something now uncontemplatable."

"Mr President I apologise for just bursting in here like this, the good Colonel's usual sense of urgency you see," said Maskell a little coldy.

"It's fine Fiona, the Colonel covered it up with a humourous remark."

Adams remained silent for a few seconds, and instead simply observed the device. A large grin spread across his face; his attempts to hide his enthusiasm were futile. Oh, the immense possibilities… For now, Adams kept his most extreme ideas to himself; he intended to avoid Mieux’s disapproval of his fantasies.

Sitting up, Adams spoke, ignoring Maskell’s poorly hidden effort to belittle him. “This… this is wonderful. As you may have gathered, I’m not a man of science, but you don’t need to be a genius to realise the power we’ve been handed.” Adams looked up slightly, addressing both Mieux and Sutler, but largely ignoring Maskell. “We can take the GP out in one fell swoop; their army consists almost entirely of automatons and their technology is effectively their life support. If Director Snowe refuses to demilitarise, then it falls under our duty to perform that task for him. Even if the GP are not removed from power immediately, without their tech they’ll crumble. Now, I’m not a devout advocate of isolationism in these troubled times, but I suggest we ignore the GP’s inevitable request for our aid. After that, it’s a simple matter of cleaning up the mess.”

Adams sat back in the chair slightly and exhaled, wiping his nose. “Apologies if I’m over-excited, but we’re edging ever closer to destiny, and controlling my enthusiasm is difficult.” Adams chuckled before continuing. “But I’m curious, Mr. President, what were you about to suggest that is ‘now uncontemplatable?”

Alexander Scalatti

Alex yawned. Bridgeport was only a mile away, but it felt like an eternity. "Vlad, how long we've been travelling?"

Vlad shrugged. "Maybe three hours or so?"

Alex slung his briefcase on his shoulder. He adjusted his fedora and leaned on a moving Brahmin. This might take a while.

The slums had grown since Alex left. All sorts of rabble and drunks were lying around in the open air. Many people had diseases that Alex had never seen before.

The guards did a good job keeping most of the refugees away. Alex lit a cigar as he tossed some caps toward some widows. This place is more hopeless than William himself.

The mutant guards outside of the gate quickly opened the main gate and let the caravan through. Some refugees tried to mob their way in, but were shot down.

The city was growing. A couple of the taller buildings were all but finished, and the market was completed as well. The caravan train left to the market, but Alex decided to head toward Baldwin square.

As he was walking, he noticed a man in a trenchcoat. "You, please come here."

The man walked over. "Are you Alexander Scalatti?"
Alex nodded. "Yeah."
"I am from the Lake Federation, I would like to speak with in your office."
Alex shrugged. "Follow me."

Director William Snowe

William sighed sadly. It was too early for Sonia to leave the bunker yet he allowed it anyways. After the quick retreat into the New Manhattan bunker, she was sleeping soundly. The doctors all said it was just fatigue, contrary to William's beliefs where she was seriously injured.

He headed into the meeting room where the councilors all were waiting. Byron cleared his throat. "Sir, we've got word of Federation agents near the Manhattan island area...even here in New Manhattan."

William sat down and surveyed the war room. Much of the Federation's army were either rotting in Laketon or recuperating in Detroit. But of course, they were a massive nation, on par with what the GP would've been if they succeeded in their plan. 20 years...William reminded himself to try and stay sane. "We're an oligarchy. We have citizens who would gladly sacrifice their life...make them look like rebels."

The council started to radio the high level authorities and keep it as low profile as possible. A select few citizens and former soldiers, all selected by skill and above all, loyalty to New Manhattan and the GP were placed as rebels to attract Federation agents.

Sleeper Cell

It was every citizen's dream to work for the GP. The sleeper cells were placed, all records were forged to make it look like they were criminals and rebels. Even the Securitron police chief made a fake announcement about them, describing exactly what they looked.

Soon enough, the group of "rebels" were contacted by a man in a trench coat, just in time. "You rebels?"
"Who are you?" Cell 1 asked, trying to stay in character.
"Lake Federation, hurry up and get in here," The agent said, gesturing to go into a somewhat shady alleyway.

Although all forms of military action was impossible against the Federation without breaching the trades between Bridgeport and Arcadia, that didn't mean espionage wasn't allowed. They would be double agents, to feed the Federation fake info about the GP, just in case the 300 MK 2 Securitrons stationed across New Manhattan as police weren't enough...which it probably wasn't.
