And then he pulled out a Glass cup, poured the wine, then he spilled it when a knock came at the door.

New Manhattan was always full of poverty, but had wealthy people to. Its a perfect post-apocalyptic city. Amsterdam has those things legal, and its mostly fine. (I've been to Amsterdam.)

OOC: Arcadia is essentially the reverse of that. It's very utopic in it's function, but everyone works vigorously for their share in the city. Drugs and prostitution are illegal, gambling is only permitted in casinos, crimes are dealt with according to severity, minor crimes usually go to a month in jail, mid range crime is met with banishment from Arcadia, severe crimes are met with death. It's essentially a beautiful city, but due to the 'perfection' it casts. Mieux has instituted strict rules, well, by wasteland standards. Anyone who wants to refrorm from what he calls 'tribal' behavior and a peaceful 'pre-war' life can abide it, but the more rougish and adventurous can't follow the 'boring' rules so easy.

OOC:Okay,so basically,Mieux just wants stability, and will have his "police" force kill/banish/imprison anyone who gets in the way of that.

OOC: Yes, free speech and etc is allowed, but they arent Nazis, basically, law breaking is punished according to severity. Due to the strict laws, the most commone punishment is jail, few people have commited serious crimes, since they value their lives. The cities strict gun laws also reduce crime severly. But you do get the occassional goon who tries to hold up a store with a gun, which in turn they are stripped of everything but a pair of pants and literally tossed out of the city. People in Arcadia enjoy the peace that comes from living there, and they like to keep it peaceful. People arent fearful or anything though, the police actively patrol the streets at night to prevent any prowlers. It's basically utopia, and people like it that way. Instead of violence, the cities main focus is order, safety, education, and a comfortable life. Mieux keeps a tight grip on the reigns, but not tight to where people are chaffing. Mieux doesnt tax the citizens, everything is funded by the income from casinos and government scavenging.

Lyn Grave
New Manhattan Mayor's Estate

"That was fun, wasn't it?" Frank whispered in her ear.

"I wasn't paying attention. I only want to pay attention to you." She whispered back. She closed her eyes as she leaned against Frank, and within a few minutes, she was sleeping peacefully.

Alexander Scalatti-Mayor's Estate

"Well, I should leave you, you and Lyn, appear to be having some fun. See you later Frank, the railroad should be finished by the end of the week. Those old Amtrak lines still work."

Alex snubbed his cigar, Ann put down the news paper, and they both left the building. Once they left, Alex walked over to his old casino. It was looted and full of GP propaganda. "[censored]."

"Alex honey, just hire some skags to clean the place up."

Alex nodded and left the building. "Anyone who wants 200 caps should come here, I have a job for you."

About a split second later, around 50 Skags stopped what they were doing and assembled around Alex. "Clean my casino out, I have the cash upfront."

The skags ran into the building and began to clean it up.

Radioville Guards-Radioville entrance

"Sir, several suspicious persons are approaching the gate." One guard said, looking out over the ruins with binoculars. The radio station was located south, on the very tip of Manhattan island.

One of the heavily armed guard went out to meet them. "You, who are you and your buddies and what buisness do you have in the home of Empire Radio?

NSU Nexus, Radioville Entrance

"You, who are you and your buddies and what business do you have in the home of Empire Radio?" A heavily armed guard asked. Nexus 1 smiled. "We're here to talk to the Mayor of this place. We're from Antium."

Nexus Three, the sniper of the group, radioed satellite support. In a minute, NSU HQ got a decent visual on the town, more specifically, where the DJ was. The point of this was to send a message.

The entire group of 6 people all surveyed the area around the town, trying to see whether killing the Mayor or just making him an offer was better. Radioville was weak and Antium could easily stop an attack. But the alliance said not to attack any city and rather than killing the Mayor, it was better to just threaten him into stopping Empire Radio.

Director William Snowe

"Brother you're not serious are you?" William asked worriedly. The council room started to blink all around as a T.V screen on one of the walls showed New Manhattan from the view of V-L 1-3.

Adrian gave a friendly smile. "William, you've gone softer after marrying her. The little brother I set up as Director would've marched in with a massive land army and conquered everything in sight. The little brother I knew would've already taken half of this continent by now. At least redeem yourself and re-attack New Manhattan."

William took a deep breath. The roomy walls seemed to close in slowly, inch by inch as the conversation grew longer. The scary part was that he was right. Back then, William would've already taken New Manhattan way before the wedding day. All of the North East coast would be his, yet it truly wouldn't.

I could never rule a country alone. Isn't that what the Great Wall represents? The lack of inspiration...

Mayor Frank Vercelotti - Mayoral Estate, New Manhattan

"I wasn't paying attention. I only want to pay attention to you." Lyn whispered back to Frank. The Mayors smile widened.

"Well, I should leave you, you and Lyn, appear to be having some fun. See you later Frank, the railroad should be finished by the end of the week. Those old Amtrak lines still work." Alex said, before snubbing his cigar and getting up to leave with his wife.

"See you later Alex, always good to see you Ann" he responded slyly. Just a few months ago I was going to kill this girl. Now she's in my friggin' house! he chuckled, turning his head to look at Lyn who turned out to be sound asleep.

The Mayor brushed the hair off of her face and lightly pecked her on the cheek before lifting her up in his arms and walking up the stairs.

"Oh, would you like some help with that sir?" the Butler offered, staring wide-eyed.

"I'll handle it" he replied. Damn she's light as a feather. he noticed, as he reached the top step without even stopping to catch a breather. He then proceeded to tuck her into the bed of the guest room while he decided to retire for the night himself.

What a night he thought to himself as he lay in bed under the silken sheets. Thirty-one now. Damn. was his final thought before shutting his eyes and beginning to snore.

Alexander Scalatti

As the Skags were working, a courier brought Alex a message saying that Alex had to meet Justin. Alex nodded and handed Ann a 9MM sub-machine gun.

"If these Skags get out of hand, shoot em."
______________________________________________

The elevator ride seemed much quicker this time. Damn, everytime I ride this thing, it gets quicker, or it seems to get quicker. The elevator then jolted for a second, then stopped. The doors opened, showing Justin's penthouse. Alex slowly walked over to his desk and sat in the chair.

"Tell me Justin, why did you send for me?"

Radioville Guards-Radioville

The guard began to laugh hysterically. "Antium, Antium, really? I doubt that Todd would let you in. You better be glad that he doesn't rip your leg off and shove it up your ass. Lemme tell him that you Lenin lovers are here."

The guard walked into the small yet heavily guarded radio station. He came out in about three minutes. Todd also came out with two guards protecting him.

"Well well well, Antium at last, its me, Todd Beneke, the fine radio announcer of this fine town, tell me, how may I help you. Oh, by the way, be glad that I am being so polite. If I hadn't had that heart attack, I would rip your leg off and shove it up your dirty commie ass." Todd said as he was smoking a cigar.

Nexus 1 gave a laugh. "Yes we get that a lot. But that's not the message..."
The sniper on the ridge sniped the two guards before the remaining five smiled. "This is a message. Stay away from Antium."

Mieux, who was still sitting in a one person armchair in silk blue pajamas, giggling at the goofy misadventures of Captain Cosmos, "Good to see you got my message Alex. Sit down! Sit down!" Mieux made a gesture to the couch next to him, the TV going, sat forward with an arm on his knee, "Alex, I apologize for my lack of formalities, but, I'm not really working just yet. But anyway, Alex, you're a bit hot headed, but apart from that you're young, handsome, and best of all, groomable. You've been doing alot of business, my question is, are you ready to get started?" Mieux took a sip from his glass of water. "Alex, I am not immortal, you know this, and I know this. When I die, I want my city in sure hands. I want you to dress you pre-war, do your hair, educate you pre-war. You will effectively become pre-war. Why do I ask you to do all this? Because I want to slowly ease into retirement in these last years of my life, and I want you, to sit in that chair when I die. If you are willing to accept this invitation, you will be trained in everything I know, you will be given suits from my wardrobe. I want to make you my protege. So, if you need time to think this over, do so my friend. If you say no, I wont hold it against you. If you say yes, then I will teach you everything it takes to be the man in charge, to dress as the man with more money than god, and the speak with the dignity a man of your station would carry. Fluently, eloquently, and cunningly. So, what will it be my young friend?" Mieux sat back in the chair, looking at Alex, a smile of pride in his face, the tv still playing Captain Cosmos. The screech of Jangles the moon monkey.

Leon Graves - Port Neptune - Jeep

Trying to distance himself from his troubled thoughts Leon decided to chat with Vincenzo for a while.

"Hey, Vincenzo. I know that you keep your ears to the ground. I would like to inquire to what rumors you've picked up lately."

"Yeah, sure no problem, boss. Some tourists down south have been mentioning some changing of the guard in Manhattan. I'm not aware of all the details but it seems that one of the big powerhouses has been pushed out. They say the guys that left have settled pretty close to our turf in nearby Connecticut. "

"Interesting. Though if they were removed by force or diplomacy as long as we continue to remain under the radar it won't pose a problem. Though I will have to inform our boys in that neck of the woods to keep their heads down for the time being. Anything else?"

"Well I don't think you'll like to hear this one but it would appear that the Enclave has been spotted. Worse yet several towns have been destroyed and a path of bodies left in their wake."

"Obviously the killings are a show of force saying, 'You [censored] with us we [censored] with you. Obviously we have no intention of getting in their way but if we are forced to I think our fleet could give us an edge because I'm pretty sure they have no seafaring vessels."

One of the men in the back leaned forward.

"Boss, you can't tell me your actually worried about those Enclave spooks. They've had their asses handed to them twice already they don't want any of what we got."

Leon turned to the guard a look of disgust on his face.

"Fool. They have better technology and weaponry than we do. Even on our best day I wouldn't want to challenge them. Also remember that a cornered foe fights the hardest."

The rest of the ride to Jarl's lab was silent save for the rumbling of the jeep. A short time later the jeep pulled up to a gated facility where two heavily armed guards in riot gear with assault carbines waved for the jeep to stop as it approached the checkpoint. While one of the men kept is gun trained on the vehicle the other approached the driver's side door and knocked on the window.

Vincenzo complied as he quickly rolled the window down.

"What is your business here?", the guard said bluntly.

Leon not willing to waste time leaned over. "I've come to speak with Jarl as head of this operation I'm entitled to do so.", Leon said calmly and just to ensure there was no further delay he flashed his Black Sun tatoo."

The guard bowed in apology. "I'm sorry Mr.Graves you may head right in and again sorry for the delay."

The guard then sprinted away from the car over to the gatehouse where he opened the gate impeding Leon's progress. Driving up to the front of the facility. Leon and his entourage got out and walked to the doors where a trio of riot armored guards toted weapons.

"Ah, Boss Graves. Please come in, sir. The other guard radioed ahead that you were coming."

Nodding Leon and his followers were lead into the lab.

Agent of Arcadia: Port Neptune- Casinos

The agent, wearing typical waster garbs and a hooded cloak, he approached one of the bartenders. "What'll you have sir?" The man looked from under the cloak and said calmly, politely, but in an eerie tone, "Nothing, no thanks" The bar tenders face looked disgruntled, "Look pal, you wanna sit in the casino bar, you gotta pay for a drink." His voice obviously indicating irritation. "Mr. Bartender, is the propieter of this establishment in?" The bartender became a little unerved at this weirdo in the hood, "What? Mr. Graves ain't in kid, beat it." The agent ignoring the mans request, "Here is 200 caps, I suggest you hand this to Mr. Graves immediantly. My employer will wish to hear from him at once." He pulled a khaki colored envelope from inside his wasteland clothes, a brief flash of a gun as he covered it back up. "Take this and give it to your employer, fail to do so, and I will know, and you will never see the dawn of another sunrise. I bid you farewell good sir." The man said, eerily, he gave off an air of creepiness. Mieux never liked the man personally, but his skill at getting his work done was to good to pass over. In the letter was written in Mieux hand

' Greetings Mr. Leon

I am Justin Mieux, sole proprieter of Arcadia, a large city in Manhattan. I have no business with you, or plans to invade. But, perhaps you'd be interested in establishing trade with my city. From the reports I've been given, your in control of the waters. I want access to this. I would gladly fly you to Arcadia via vertibird and discuss terms of business should you be eager to conduct business. Rest Assured, I have no want to expand outside of Manhattan. If you wish to conduct business, enclosed is the number of a radio frequency, the wave is encrypted. If money is a dream you seek, I shall make this dream a reality. Au Revoir my good man.

Cordially,
Justin Mieux'

OOC: This isnt handed to you, this is given to you as soon as you come back to the casino Hircine, just so you know I didnt magically walk up to you in the middle of nowhere xD

Salvation

Borgia examined the city of New Manhattan through an old, rusted pair of binoculars. It was dark now. Marie had lit up a fire and the ten Salvationers that had been appointed to Camp A were crowded around it. Borgia turned to them.

"In your honest opinions, is this a good resting place?" Borgia asked, while massaging his beard.

"We're not exposed, if that's what you mean," Old Charles replied.

Marie nodded in agreement. "We shall be safe tonight, Borgia."

"Indeed" Borgia said, before he cast his eyes around the general area were the Salvation had set up camp. They were positioned before New Manhattan, although a river separated their newly erected outpost. Borgia had split their new base into eight camps, each with roughly ten people. Borgia's camp, Camp A, held only Salvation. Camps B through G held six Salvation and four live stock, while Camps H through J held seven Salvation and three live stock. The camps were made of nothing more than two tents and a small fenced area for the live stock. It had taken days to travel to this Empire Wasteland, but Salvation suffered no casualties. On the contrary, the found a band of chem addicts. Three in total. They were added to 'the Kidnapped'. The Kidnapped were not bred by Salvation, rather abducted and eaten when situations became dire. Borgia placed his fourteen Kidnapped in a fenced off area in the middle of the new Outpost.

"This calls for a celebration!" Old Charles yelled, before breaking into maniacal laughter. Foolish old man, Borgia thought.

"We will not slay any pure stock, Charles. If you are hungry I still have remains of the Kidnapped we feasted on yesterday." Before Charles could respond Borgia heard his scout, Terry shout Borgia's name.

He turned to Terry. "What have you learned?"

"Borgia, this New Manhattan seems to be split into various small settlements. Aside from New Manhattan itself, the biggest seems to be a city to the south. I have yet to learn the name of the city."

"Good work boy. Before you rest, go fetch me Mark Colgon from Camp C."

"Right away, sir.

Nexus 1 gave a laugh. "Yes we get that a lot. But that's not the message..."
The sniper on the ridge sniped the two guards before the remaining five smiled. "This is a message. Stay away from Antium."

Todd sighed, "Is violence always the answer? Fine, but don't expect my anti-commie speech to stop."

Alex also looked at the TV. "So, real. The only time I have seen these shows was in my vault, wow, these holotapes have survived for 200 years."

Alex then turned toward Justin. "I accept your offer, but their may be a other way, you know D.C? I have heard of a hospital called the Walter Reed Medical Center. It is probably looted to hell right now, but their is probably some locked doors or rooms, and their might be some stuff that could help you. I will go with you if you want."

Mieux leaned back in his chair and smiled, his face going from relaxed to a kindy sage look, his eyes reflecting his wisdom. He smiled to Alex and said gently. "Alex, theres no fixing this, my insides are detereorating, the medicine acts half as morphine and half as a deterent, delaying the inevitable. It used to stem the tide, but, perhaps this is Gods way of saying "Face it Mieux, it's over. You've lived a long life, but you've cheated death long enough." He then looked away, not in displeasure, but almost as if looking into paradise. "No my friend, a world more beautiful than all I have seen, a world with a sound sweeter than all the music you will ever hear. Come with me for a moment", he got up, slipping the slippers on his feet. He pushed a tile that opened a hidden door to an elevator. "I want you to see a part of me no one in the post-war world has ever seen." He then pressed a button in the elevator, descending to a lower floor.

The elevator dinged, Mieux had turned into a businesslike demeanor, explaining everything in the medium sized room. "THIS!" Mieux said in emphasis, "This is my museum to myself. Not a vanity, but rather, a memory hall. The prisitine untouched Corvega? That was the car me and my love went on sunday drives in. This painting? This is she, Estel, she was a beauty, sadly, she was murdered in an alleyway before the war. That is why I do not flirt with girls, not a highbrow opinion of myself, but out of loyalty to her, and our unborn child, the child those mugger louts murdered." Mieux stopped himself from speaking. His vocal chords tense as he held back the tears inside, he quickly recovered. "And this, you may notice as an 'Enclave officers uniform', like what Colonel Adams of the Enclave wore, well, before the war, that is what US Soldiers of the rank of Colonel or higher wore. This was my uniform when I served in Anchorage, and this suit of armor is what I wore in the trenches. Winter camoflauged to save us from the chinese, surprisingly, this helmet's sensor module still works." The mannequin was a masquline form, the hands holding the R91 Assault Rifle, the head looking into the soft light that glittered on the heads goggles, black tinted to deter snowblindness. Mieux then removed a tarp, next to it, "And lastly, the chamber that cursed and blessed me." The chamber was almost coffin like, engraved with the silver M Mieux took up as his personal symbol. a life support screen showing all systems flat, due to being empty. After hearing Alex's thoughts about Mieux private memorabilia, he guided Alex back to the Penthouse, sealing the hidden elevator as the hit the normal floor again.

Now, while I go and put on my usual suit, I want you to spend a few hours at my desk, read the data files on the desk, the logs on the computer may be of great interest to you. There are cameras everywhere. Old times square, near the Vault the Enclave stole the GECK from. Various points in New Manhattan, Arcadia, a few derelict points in the city. Extensive dossiers on Antium, Director Snowe, President Sutler, you, etc. Old Pre-War maps and diagrams. It will all be alot to take in, but, that computer is what has made me the see all know all leader of Arcadia, if not Manhattan. Consider this massive data in pour into your head as you first lesson as future leader of Arcadia. I bid you Adieu, I'm going to go get dressed, and do a few income reports for Arcadia out in the living room by the tv, to give you privacy. Mieux walked out of the office, wishing Alex the best of fun, he'd enjoy seeing Alex after a few hours, soon, Alex would be as 'psychic' as Mieux, learning to make clear cut negotiations and treaties with others. It would be an interesting 'test review' of Alex.

OOC: There will be a semi-surprising twist ion the post, if you don't like it Colonel, I will change it.

Alexander Scalatti

Alex gazed in wonder at all of the stuff in the museum. What impressed him the most however, was the Corevega. Wow, damn, the only cars I have seen were movie cars, and junkyard wannabies, but this car is in drivable condition.

Alex then walked over to a painting, of a very beautiful female, almost more beautiful than Ann. Well, in Alex's opinion at least.

"This painting? This is she, Estel, she was a beauty, sadly, she was murdered in an alleyway before the war. That is why I do not flirt with girls, not a highbrow opinion of myself, but out of loyalty to her, and our unborn child, the child those mugger louts murdered."

Wait, I know that face from somewhere...wait...oh no, damn, is that, no, it can't be, it is! Thats the woman from the memory bank!

You see, the vault had a Caste system, but whenever someone died, their brains were implanted into a machine, and all of their thoughts, worries, distress, and memories were also implanted. Alex once snuck into the room, and took a peek at his ancestors memories.

"I don't know how to put this Justin, but my ancestor was the one who killed your um, wife, excuse me if i'm wrong. You see, the bombs were about to fall, and my ancestor was driving home. My family could not afford a vault. As he was driving, he saw Estel getting mugged. He slammed the breaks, and pulled out his gun. He shot one of the muggers, but the other one charged. During the scuffle, my ancestor's gun went off, hitting Estel. My ancestor drove her to the hospital, but she died along the way. Before he buried Estel, he found over 5 Million Dollars in her purse. With that money, he purchased my ancestor's family's way into my vault, because several people did not make it. I can show you her burial sight. I know exactly where it is."
