Mieux, having not attended Mr. Vercelotti's birthday party, was doing something he had deemed far more important. In an attempt to make sure Snowe would keep cordial and businesslike with him, he sent a messenger via runner. The letter, as per Mieux protocol, bore a wax seal over the flap to ensure to Snowe no one but him would read it. He stared out into the night sky and picked up the reciever, dialing the lobby. The phone rang, "Yes Mr. Mieux?" Jack, his hotel manager, said eagerly. Mieux took a sip of a glass of scotch and replied in his usual calm, overly confident voice, "Yes Jack, I've just sent a letter to you through the mail tube, would you kindly have a courier run that to Mr. Snowes new settlement, Antium?" Jack, who was eager and happy to do Mieux's bidding, spoke eagerly, "Of course Mr. Mieux, right away!"
The courier had travelled a few good miles, and per his usual loadout, he was issued a suit of Arcadia decorated combat armor and an old chinese assault rifle, and a 10mm pistol as a back up weapon. "Finally...." The man sighed, ".....I'm.....here..." said the exhausted man. For anyone else, he'd have told them to kiss his rear end, but when Mieux offered 1,500 caps per completed job, plus a small flat in Arcadia, the man pretty much got on one knee and pledge his loyalty. Approaching the gates, he said to a guard, "Good Evening sir, I'm here to deliver a letter to Director Snowe, urgent from Mr. Mieux." He could see even after a month, some of the men still harbored dislike at the name. "Of course, go right in." The guards said. He eventually reached Directors Snowes quarters, and bypassing those guards too, he approached Mr. Snowe and pulled the letter from one of the armors pouches. With a gesture of friendship, he clasped his hands to his side and gave a formal bow, "Good Evening, Mr. Snowe. I come bearing a letter from Mr. Mieux, he says it is very important I deliver it." He handed the letter to Mr. Snowe and allowed him to read the letter in full. After Snowe read it and gave his opinion for Mieux, the courier left to give Snowes response to Mieux.
In the letter was the typical elegant print,
'Greetings Director Snowe,
For the past month, I have expanded fiercely south to the edge of the island, and as a consequence, I have ended up discovering various resources, parts of this being an old cement and concrete factory, as well as old derelict power plants. That said, in an effort to show I've moved on from our past....disagreement, and would like to rebuild treaties and business, and perhaps even friendship with you and your settlement, mainly, I would like to trade cement and concrete with your city, eventually once I can get these plants fully operational and determine it's excess power supplies, I would happily send more power your way, but in the meantime, I propose both our cities work together and make a new rail line. However, in the meantime, I ask you not assault any of my allies, and Alex extends to this request, if you must do anything, I ask you do it diplomatically, if that does not work, contact me and I will do my best to sway Mr. Scalatti, and, if you must resort to violence, I shan't interfere, but I do ask you to attempt all peaceful channels first. In the meantime, discuss trade with your council, I could use old furnitures and old cars, particularly ones with their nuclear reactors intact. Oh, and, my network of agents tell me your wife is pregnant, I wish you and your child to be much good health and floursh in good fortune.
Cordially,
Justin Mieux
President and CEO of the New Manhattan Economic Zone, Owner of Arcadia.'
