Alexander Scalatti

Alex turned to Ann. "Thats it, i'm going into his office, who knows what horrid things Frank is saying about me."

Ann sighed, "Just don't get yourself killed, okay?"

Alex walked over to the wooden door. He slowly opened it. Lyn, Frank, and Justin were all inside.

"If what your telling me is true, then your saying Alex would allow Lake Federation to come waltzing into Manhattan, and making both our settlements, and in turn our resources, become stamped as Lake Federation property? If thats the case, perhaps Alex should simply be put into the position of the President of the Department of Repairs."

Alex felt a surge of rage, but it was on a level that he had never felt before. Alex forcefully shut the door, not caring about silence any more. He glared at Frank straight in the eye.

"What the [censored]? I only fought the GP because they were turning everyone into slaves! I did not allow the Lake Federation to waltz in. In fact, I did not even aid them! What you are telling Justin IS A COMPLETE LIE!!!"

Lyn turned to glare at Alex after his outburst. Her hands remained in Franks to ensure he remained calm. "Alex, I've been trying to keep Frank calm during all of this, and I ask that you would do the same. All this tension is bad for you."

Director William Snowe

William was being sent up, obviously alone. But no matter, the Personal Guard was just an earshot away. He looked around to see Ann sitting on the bench. His eyes widened with anxiety.

Damn it! I'm too late...

William shook the thought out of his head and headed inside the office to hear Alex's screech, "What the [censored]? I only fought the GP because they were turning everyone into slaves! I did not allow the Lake Federation to waltz in. In fact, I did not even aid them! What you are telling Justin IS A COMPLETE LIE!!!"

He watched Lyn take Frank's hand and glare at Alex. She spoke in a surprisingly calm voice after. Surprising considering what he just witnessed. "Alex, I've been trying to keep Frank calm during all of this, and I ask that you would do the same. All this tension is bad for you."

William sighed, pulled up a chair, and sat down. He settled in his chair and watched quietly, trying to take in the statements said by both Lyn and Alex. After a little bit, the statements sank in and he spoke in a stern and harsh voice, directed to Alex. "You signed the contract to bring in the Federation. You let the cancer spread to the North East. Congratulations Mr. Scalatti. And don't try make up a rebuttal, because you know it's true," William said before he turned to Justin. "If this is to be anything like the UN...the collective has to help the individual..."

"And right now, Antium is running out of fumes. The duel overload system during the First and Second war with the Federation, not to mention the power needed to supply all of Antium with electricity is taking its toll on my Plasma Lamp. It's expected to burn out in a month and all of our spares can't supplement the original power..." He said, while keeping an eye on Alex.

"We're going to attack Old Olney down in the Capital Wasteland...with the regional superpower's approval. Kill all the Deathclaws and take the blueprints for the Tesla Coil. We're expecting 2 months needed to construct a Tesla Coil and install it...so what I'm asking is if you would give us some electricity for a month. Give me your best offer."

OOC: Alright, first off, everyone: I don't want anyone taking things personally. Again, If my character besmirches the name of your characters, I am not insulting YOU. Just the characters. I just wanted to make that clear. And I know Justin looks young, be he is old.. :P

Mr. Mieux began to reply to Franks confession when Alex suddenly burst in screaming.

"What the [censored]? I only fought the GP because they were turning everyone into slaves! I did not allow the Lake Federation to waltz in. In fact, I did not even aid them! What you are telling Justin IS A COMPLETE LIE!!!" he cried.

"Raise your voice one more time, and I'll torture your wife in-front of you before slitting your throat." he barked back, clenching his fists tightly. "You're not fooling anyone. You're a greedy, selfish bastard, who only cares about wealth and nothing else. You all know that I was more than happy as Don, but I was put in charge anyway. I only accepted the position because I know what's best for the people. I'm not trying to take power from anyone, I was content with Snowe, I am content with Mieux, and I would have been content with the NCR too if it meant we would all be peaceful, but no!" he said to him in a neutral tone.

Calming down slightly, he rubbed his forehead before speaking once more, this time completely relaxed. "Listen Alex." he spoke soothingly. "You're a good guy, but I just can't trust you with something so big, and so personal to me." he explained. "If you could somehow prove that you're more loyal, and not just an opportunist, I would have a different opinion of you." he completed before turning his attention to Mr. Mieux once more.

"Mr. Mieux, If you feel the narcotics business is such a problem, I assure you I will try my level best to regulate it as well as I can. Having ties with the Mafia, I can almost guarantee that there will be no junkies on the streets within two months. That is, if I'm handed control." he completed, eying Alex. His lips struggling to keep away a satisfied grin.

Checkmate.

He noticed the Director enter the room, and shot him a wink as he gave strength to Frank argument. The Mayor was in complete contentment. In his happiness he smiled at Lyn, giving her a quick peck on the cheek and squeezing her hand affectionately.

The world is mine.

Lyn now turned her focus to William, after he spoke. "If no one has any objections, I have a proposition for William. I take control of the deathclaws of Old Olney, and William transports them back here to merge with my existing nest. William gets the Tesla Coil blueprints with zero casualties, and my deathclaw nest doubles in size. Does this sound fair?"

In a world where power is now the only viable currency, that says alot about him." He lightly tapped his toe and then ceased, "In the meantime, Frank, Alex will remain as protege, but all power will be suspended, he and I will have a very long talk. A talk that will ensure he plays by my rules when I am gone." He stopped to look at Snowe, pretending to have just seen him come in, "Hello there Mr. Snowe! Surprised to see you me laddo." He then went serious, "Old Olney Power Station? Why in the hell would you want to do that? According to what I've heard and what Scouts reported, the Brotherhood of Steel," He noticed a faint flinch in Lyns face at saying this,"seem to have infiltrated it and obtained the very device those blueprints held. Suffice it to say, I don't care what you do in D.C., just be sure to bring me back a little snowglobe from your trip." He then spoke seriously. "I don't give a dam honestly, but I wouldnt do anything funny, I hear they are building up over there now that they have that giant water purifier. As to electricity, I don't know if I can, between New Manhattan and Arcadia, I have little extra power. I mean, if you still have Securitrons, those will have to remain offline, they consume massive amounts of electricity. But, if you shut down your Securitrons for now, and refurbish a powerplant to some sort of working condition. I can send you a 5% output from my limited spare power. Keep in mind, this is only enough to barely function your general assets, but if you can restore a plant near your home, it can function your city decently, not as glamorous as it is now, but enough until your lamp is repaired, or whatever you wish to accomplish. As to price? No charge, just be willing to do business with me, New Manhattan, and Bridgeport on a a large scale." He then smirked at Lyn, unsurprised at her want for the animals. " I don't care Lyn, If you want to take them, take them." His voice disinterested in her request. In his mind, they were of no use to him, so she could take them as she wished.

Frank merely chuckled. "Oh, I beg you, please try me!" he snickered, taking a menacing step towards him, but only remained in his place because Lyn was holding his hand.

However by then, he was answering his next accusation. "The only reason I fought Snowe was because he made everyone slaves, and he made a very oppressive regime. I would be fine with him if he did not enslave every single [censored] person he met, and if he gave the people a voice. If anything Frank, your the [censored] selfish greedy [censored]."

To this, the Mayor gave yet another chuckle. "Don't try and turn this around Scallati. We all know exactly what your agenda is. I would've been making more money as Don, but I came here instead. So don't point those fingers at me." he replied cooly.

"In the meantime, Frank, Alex will remain as protege, but all power will be suspended, he and I will have a very long talk. A talk that will ensure he plays by my rules when I am gone." Mr. Mieux said.

Alex nodded. "I won't betray you. I need to make up for my ancestor's actions."

The Mayor simply snorted.

Even in privacy, I want this city maintaining civility. FIGHTING is not civility. In the meantime, I suggest you two cool it. Frank, just let it go, you're obviously more cool headed." He then turned to Alex and slapped him on the nose, likely making him feel embarassed, "And you Alex, I thought I told you this before, "Don't let personalities in the way of progress." You don't like someone? That's fine, but if you can see you'll thrive working with them, then go for it." He then cleared his throat, "As you were saying Mr. Snowe?"

"You said it boss." Frank smiled, taking a step back and brushing his shoulders mockingly. As he was doing this, Mr. Mieux stepped over and slapped Alex on the nose, causing the Mayor to burst into hysteric laughter. Infact he laughed so hard tears began to well up in his eyes and he clutched his stomach in cackling howls.

"You just got thumped upside the face by Mr. Mieux!" he pointed and continued his fit, before finally calming down, but retaining a thoroughly amused smile.

Mieux stepped toward Alex, and gave him a good slap on the nose. Alex covered his nose with his hands.

"What was that for?" Alex asked, annoyed.

"And you Alex, I thought I told you this before, "Don't let personalities in the way of progress." You don't like someone? That's fine, but if you can see you'll thrive working with them, then go for it." He then cleared his throat, "As you were saying Mr. Snowe?"

"You just got thumped upside the face by Mr. Mieux!" he pointed and continued his fit, before finally calming down, but retaining a thoroughly amused smile.

"Oh shut up!" Alex said, blushing a bit. He knew that he just got owned.

The last couple of months had really affected Alex's mental state. He wasn't going crazy or anything, but the stress was really getting to him.

William sighed. The whole democratic [censored] was getting way out of hand. What kind of world do we live in if we can't change what is wrong and improve on what is right? He spoke with a regular tone, not flipping out as much as he wanted to. "Slavery is only subjected to criminals, POW, and mutants. The people don't have a voice as they can be manipulated with money while we aren't."

He gave a sadistic smile and looked at Alex. "People like you think you're so smart because you can get money. Well get a clue, it makes it so much more interesting," He said. Before anybody could continue, Mieux interrupted. "Oh please you two. You won't shed a drop of blood while your in my city. You want to kill each other? Fine, but take your barbaric yawp OUTSIDE my cities walls. Even in privacy, I want this city maintaining civility. FIGHTING is not civility. In the meantime, I suggest you two cool it. Frank, just let it go, you're obviously more cool headed."

William smirked and even held back a laugh somewhat unsuccessfully as Mieux hit Alex in the nose. "As you were saying Mr. Snowe?"

He cleared his throat and tried to act professional, even after the humorous event he just saw unfold. "Alright," William said, shaking that image out of his head. "Lyn, I will allow you to try and tame those Deathclaws...and Mr. Mieux, transfer the power exactly 3 weeks from now. We'll use the mock Plasma Lamps we've created to generate about 40% of standard power, just enough to run all the luxuries except for the Securitrons, about the best we can manage until we construct a working Tesla Coil....

And about Alex. Frank, I trust, he's a close associate and friend. I know you won't attack because of the massive damage that will befall both cities. But Alex would attack me at any moment. And without my Securitrons online for a month, bad things would happen to both cities. And we can't afford a war considering the Federation is just staring down at us."

That said, allow me to ask a small favor of you, when you route your men to D.C. I want you to find an old facility called 'Mama Dolces' it was home to Chinese agents, or so my contacts before the War told me. I'm an avid collector of their things. If you wind a Chinese uniform, bring it. Pistol? Bring it. Training Manuals? Bring it. I will pay 100 caps for each uniform and book, and 1000 caps for an pistol and rifle. On a related note, if you do move that way. Leave the Brotherhood alone, they are not the kind of heat we need brought down on us. If you're looking for a foothold as well, try the old Fort Constantine. It may very well prove useful, seeing as it's a derelict military base. From the reports I'd read, the robots have all been dealt with. So you may want to fortifiy that position, seeing as it's near Old Olney."

Alex sat back down in his chair. He now had a pretty severe headache for some reason. He adjusted his fedora and took a sip of some water.

"Leave the Brotherhood alone, they are not the kind of heat we need brought down on us. If you're looking for a foothold as well, try the old Fort Constantine. It may very well prove useful, seeing as it's a derelict military base. From the reports I'd read, the robots have all been dealt with. So you may want to fortifiy that position, seeing as it's near Old Olney."

Alex chuckled somewhat loudly. "I've been down to the Capital Wasteland. Rivet City is a very great trading site, especially now that most of the mutants are gone. On that note, I doubt the Brotherhood would take William's men kindly, no offence. If the Enclave can't beat em, I doubt anyone can unfortunately."

Alex nodded. "I visited that place once, I found out that one of my ancestors died on Omaha Beach, not telling his name, I don't want William digging it up to get back at me."

William nodded. He had heard of a place but for it to be a Chinese special forces camp, who would've guessed. After a bit of time thinking it over, he nodded. "Alright, I'll get you the stuff. And I will not contact the Brotherhood unless they come to me first. I'll move in my Task Force tomorrow at dawn and secure Fort Constantine."

He sighed and watched Mieux and Alex exchange a little bit of dialogue about his dead ancestor. Justin gave him a very clear command. Don't disturb the dead in the Arlington Cemetery. Well Arlington seems to be the destination point.

Oh please...like I'll really defile the dead. That's not my style.

Leon "Eclipse" Graves - Port Neptune - Shining Star Casino

The jeep rolled to a stop just in front of the casino. Several pedestrians looked on in awe as Leon and his cronies exited the vehicle then they made their way into the establishment. Leon immedieatly made a beeline for his office but the bartender called him over. Leon instructed his men to take a break as he didn't require their services for the time being.

Leon then walked over to the barman curious to what he wanted. "What's going on, Jessup?"

"Boss I got a letter for you. Some waster brought it in.", the man announced as he produced a khaki colored envelope from his jacket.

"I wouldn't trust whoever these people are, boss. The agent that delivered it was a real weirdo even had the balls to flash a gun at me. He's lucky he gave me these caps or he would have been eatin some of 'ol Gretchen here.", the bartender said proudly as he revealed the hunting shotgun he kept on a rack under the counter.

Jessup then turned over the folder before returning to cleaning glasses.

"Oh yeah, your pal Conners showed up not to long ago. He's waitin for ya in your office.", the man announced as Leon began to walk away staring at the note in his hand.

Leon didn't hear Jessup as he was deep in thought wondering what the letter could be about. I don't like this one bit! I've rebuilt the Black Suns from nearly nothing and I refuse to lose it!, Leon thought to himself as he ascended the stairs to his office.

Opening the door Leon promptly noticed someone sitting in his chair. The two guards briefly looked up before returning to their scrubbing.

"Ah, if it ain't the devil himself! I've been waiting for ya, Leon.", Liam said enthusiastically as he rose from the chair and made his way over to Leon.

Leon gave a quick embrace to the man. "Liam, I didn't expect you back so soon. Were you able to get it?"

Liam scoffed. "Is grass green? Is the sky blue? Of course I got it!", the hitman said happily as he made his way over to the duffel bag he had dropped on the side of Leon's desk.

Tossing the bag onto the desk Liam took a seat adjacent from Leon's chair. Leon sat the envelope on the other end of the table as he sat down. Liam opened the satchel revealing it's contents...seven marksman carbines.

"You've been busy, how many Lance mercs did you get."

"Twelve in all. Sorry I couldn't bring all the weapons but some of them were completely trashed."

"You did extremely well, as expected. Head down to the cashier for your payment.", Leon said as he grabbed a pen and scribbled down the number fifteen-hundred. He then signed the piece of paper and handed it Liam.

"Thanks, Leon. I'll see ya later.", Liam called as he rose from his seat and left the office.

Leon then remembered that the guards were still cleaning up the mess with that cheat earlier.

"You two have done enough work for today. If you could just pick up that card table and collect those cards you can send in the next shift of guards."

The men eager for a break stopped scrubbing they then hastily set the poker table back upright. After collecting the cards that were all over the floor the two men left in a hurry.

With his current business concluded Leon focused his attention on the parcel. With curiosity getting the better of him Leon opened thee envelopes' flap and collected the letter within.

It read:

' Greetings Mr. Leon

I am Justin Mieux, sole proprieter of Arcadia, a large city in Manhattan. I have no business with you, or plans to invade. But, perhaps you'd be interested in establishing trade with my city. From the reports I've been given, your in control of the waters. I want access to this. I would gladly fly you to Arcadia via vertibird and discuss terms of business should you be eager to conduct business. Rest Assured, I have no want to expand outside of Manhattan. If you wish to conduct business, enclosed is the number of a radio frequency, the wave is encrypted. If money is a dream you seek, I shall make this dream a reality. Au Revoir my good man.

Leon crinkled the note in his hand before stuffing it into his pants' pocket. Leon then shut off the radio and switched off the light as he exited the office. Leon then headed out of the Shining Star and began making his way towards his estate.

Vladimir took exhaled some cigarette smoke. He grabbed the revolver and put a bullet in one of the chambers. He then spun the cylinder, then stopped it.

Vlad handed the gun to the man. He put the gun to his head, and pulled the trigger.

BAAAM

The man fell over dead.

"Ha ha!" Vlad laughed as he took the 1000 caps on the table. He grabbed his Ushanka and put it on. He then left the basemant deep in Evergreen that he was playing in.

Lemme go to a casino, I need to spend this 1000 cap payout!

Oscar looked at the broken city skyline. Four days since leaving the company of the caravan, he was still on edge. A run-in with a trigger happy scavenger in one of the boroughs hadn't helped. It was obvious that the city was inhabited in some way, more so than other area's he'd seen since the wreck. Smoke in the distance indicated several towns, maybe even small cities within the twisted landscape. There would be other people, of course. But of what type? New opportunities, new dangers, a new wasteland. Oscar looked around nervously, shouldered his smg, and headed towards the city.
